above report of a marijuana eradication mission conducted nn November 24-26,
2003, in East Hawaii, as required by Resolution 46-O1. The attached reports
indicate the number of plants eradicated and the number of complaints received from
the public. the type of complaint and the complaint disposition.

POLICE DEPAR'T'MENT ROADBLOCK PROGRAM GRANT; and
(Bill 200) AN ORDINANCE TO AMEND ORDINANCE NO. 03-91, AS AMENDED, THE
OPERATING BUDGET FOR THE COUN"CY OF HAWAI'1 FOR T[IE FISCAL
YEAR ENDING .TUNE 30, 2004 (by appropriating a $112,688 Hawaii County
Police Department (HCPD) Roadblock Program Grant)
From Finance Director William Takaba, dated December 8, 2003, transmitting the
above resolution and bill. The U.S. Department of Transportation, through the State
of Hawaii Department of Transportation, Public Affairs Office -Safe Community
Program, has authorized the above grant. The funds will be used to reduce the
number of alcohol related traffic fatalities and injuries, to increase public awareness,
and to provide a constant deterrence against drunk driving by conducting DUI
checkpoints.

above resolutions and bill. The State of Hawaii Department of Business. Economic
Development & Tourism, through its Office of Planning Hawaii Coastal 7.one
Management Program, has authorized the above grant to the Department of Planning.
The funds will be used to contract with the University of Hawaii for their technical
assistance to develop the County's Hazards Mitigation Plan. The Hawaii County
Civil Defense Agency will also be contributing $3,000, from a previously
appropriated Economic Development Administration (EDA) Hazards Mitigation
grant, towards the contract.

Comm. 444: AN ORDINANCE AMENDING ORDINANCE NO. 03-90, AS AMENDED,
(Bill 204) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THF,REOF FOR
THE FISCAL YEAR JULY 1, 2003 TO.IUNG 30, 2004 (by adding the Waikoloa -
Llo`oko Street Park for $250,000)
From Finance Director William Takaba, dated December 19, 2003, transmitting the
above bill. The basic bid for the park included a pavilion with restrooms, a parking
lot, the grading and grassing for a soccerfield extension, a chainlink fence
realignment, a drywell, a septic tank and a leachfield. "fhe apparent low bid price is
more than was previously appropriated to this project.
Comm. 445: RESOLUTION AUTHORIZING THE ACCEPTANCE OF "fW0 (2)
(Res. 141-04) BASKETBALL BACKBOARDS FOR THE PA`AUILO UYM (donated by the
Nakahara family in the name of'Fhomas Nakahara; estimated value of $1,518)

Insurance Fund account and $500,000 to the Transfer to Solid Waste Fund account);

From Finance Director William Takaba, dated December 18, 2003, transmitting the
above bills. With the recent payment of the Kohana`iki real property tax delinquency
debt, the County netted approximately $1,500,000 in unanticipated revenue over
what had been budgeted. In order to comply with the conditions of the South Hilo
Sanitary Landfill Consent Agreement, the above appropriations will provide for
corrective actions for storm water management, cover materials requirements, control
of wind-blown litter and hazardous waste screening requirements at the South I lilo
Landfill In addition, in order to maintain regulatory compliance in West Hawaii,
additional funds are being appropriated for litter migration control at the West
Hawaii Landfill as the amount originally estimated for Fiscal Year 2003-2004 have
been expended.

Equipment and Public Programs accounts)

above bill. The funds will be used to purchase atranscriber/recorder and sound
system for both the Kona and Hilo Offices, an LD. digital camera system, and an
upgraded computer system.

(Res. 136-03) FISCAL YEAR AND MORE THAN ONE FISCAL YEAR FOR AN ORGANIC
DIVERSION PROGRAM

above resolution. States, pursuant to the State of Hawaii Department of Health's
Administrative Rules, the County of Hawaii is required to have a diversion program
for greenwaste.
