I wanted to get this into your hands as early as possible, and regret that I could not get it to you in December. Your evaluation of the attached projects and issues would be welcomed. Possibly YMCA property. $500,000 N. Kona Landfill will have to close sometime in the near future. Estimate Environmental Management Hilo Landfill Closure of $12 million to close. County to pay $6 million. $6,000,000 S. Hilo Provide funding for planning, design, and construction of a Housing West Hawaii Homeless Shelter homeless shelter in West Hawaii. $1,000,000 N/S Kona Appropriate $24 million or so much thereof as may be necessary for fiscal years ending 2005 through 2009 for the Upgrade Telecommunications HPD far planning, equipment, facilities improvement, Police System, HPD consultant, and project management $24,000,000 Island-wide Partnership project with State to address $2,000,000 in Public Works Roads-in-limbo Program improvements to government roads. $2,000,000 Island-wide Public Works Kealakaa Extension Planning and design. $2,000,000 N. Need legislation requiring backhaul of recyclables by the large retailers and businesses that bring Inter-Island and Out of State products in. None Island-wide Legislative Requests 2004 Faye z ora 1/z/042:53 PM Request legislation establishing a $250 to $500 deposit on new vehicles which could be used as a "bounty" fund for encouraging proper disposal of scrap vehicles. Our scrap metal facilities have backlogs of about 2 years in Kona, and about 4 years in Hilo. We currently pay around $135/ton to Advance Disposal Fee for have scrap metal recycled. An average care weighs close to Environmental Management Vehicles one ton. None Island-wide Allow counties to receive a portion of fines and forfeitures. Money currently goes to the state. If 50% is returned to Finance Fines and Forfeitures counties, HI County stands to gain $750,000. Island-wide Support HB 1554 SD2. This bill authorizes the counties to establish a GE tax on the retail sales of tangible personal property. If Honolulu enacts the tax ,its share will be distributed to the remaining counties and the state. HI County Finance Transient Accommodations Tax stands to gain $8.35 million. Island-wide Amend existing law to exclude drug testing, procedures and sanctions from the collective bargaining process. Implement a new drug testing program for public safety sensitive positions. Under present conditions, various collective bargaining units have viewed the issue of substance abuse as not quite so devastating to society. Public safety service employers have Drug Testing for Public Safety been limited by union contracts in the establishment of Fire Positions enforceable substance abuse policies and programs. None Island-wide Allow home occupations in Agricultural Districts without special Planning Land Use permit.
