Re: GENERAL FUND FUND BALANCE
On October 9, 2003, Mayor Harry Kim transmitted a letter to the County Council, certifying a balance
of $5,678,888.54 in the General Fund fund balance as of June 30, 2003. Of that amount, the Council
has already approved an appropriation of $987,900 to the Transfer to Capital Projects Fund account
for engineering services for the Replacement of Large Capacity Cesspool CIP project. Also, during
the past few weeks, the administration had met with members of the Council to inform and to gather
their input on the remaining allotment of the fund balance.
Attached is a list of our fund balance proposals showing the breakdown of the appropriations and a
brief explanation on how the funds are to be used.
Also enclosed are two (2) bills for an ordinance amending the Operating Budget, one bill increases the
General Fund's Fund Balance of the Previous Year account by $4,686,988 and then appropriating it to
various departmental and miscellaneous accounts and the other bill increases the Solid Waste Fund's
Transfer from General Fund account by $135,000 and appropriating these funds to the landfill and
recycling accounts.

FUND BALANCE PROPOSALS

$45,000 Coqui Frog Eradication Efforts:
Funding is requested for the County's Coqui Frog eradication efforts.
Data Svstems (Contact Person: Clayton Yugawa):
$20,000 Data Systems -Equipment:
Funding is requested for the fiber optic cable equipment to connect the County
network to the State of Hawai`i's Institutional Network (INET) and NGN network.
This will allow the County to begin utilizing the high speed fiber optic network for
data transfer that is provided at no charge by the local cable TV vendor as per their
franchise agreement with the State. Initial sites connected will be the County
Building, Aupuni Center, the Fire Department, and Civil Defense. The connection
to the INET will also reduce the monthly telecommunications expenses by
providing an alternate route and access.

$221,000 Engineering Division - OCE (Miscellaneous Contractual Services):
Funding will be used towards the updating of topographical maps utilizing LIDAR
(Light Instensity Detection and Ranging) technologies, acost-effective means to
obtain high-resolution topographic data. The data is a bare earth digital elevation
map (DEM) of the existing ground. This funding will provide digital elevation
maps (DEM) of selected districts.

$84,639 Fire Protection - OCE (Equipment Repairs/Maintenance):
Additional funds are needed to fund the annual radio maintenance contract which
this year is significantly higher due to the addition of a provision for the abatement
of electromagnetic emissions at several of the department's radio sites, as required
by FCC regulations. Without this appropriation, the department will not be able to
meet its contract-mandated and usual operating obligations for the fiscal year.

Landfills - OCE (Building and Construction Materials):
In accordance with the South Hilo Sanitary Landfill Consent Agreement between
the State of Hawaii Department of Health and the County of Hawaii, Department
of Environmental Management, Solid Waste Division, the County has agreed to
provide corrective actions for storm water management, cover materials
requirements, control of wind-blown litter and hazardous waste screening
requirements. Funds are needed to comply with the conditions of the Consent
Agreement ($60,000).
Recycling Program:
In accordance with the South Hilo Sanitary Landfill Consent Agreement between
the State of Hawaii Department of Health and the County of Hawaii, Department
of Environmental Management, Solid Waste Division, in lieu of cash fines, the
County has agreed to provide corrective actions including development of
Supplemental Environmental Programs (SEP) relating to recycling. The additional
funds are being requested to conduct composting workshops and to educate about
backyard burning. Also, the funding will be used to provide high quality
composting equipment, such as the Earth Machine, to workshop participants
($15,000).
The Kea`au Recycling & Reuse Center was designed and installed with funds from
the Environmental Protection Agency (EPA) and has operated since March 29,
2003. Funded as a nine month pilot project, the center has been highly successful
in getting community involvement in recycling and has surpassed its goals at
diverting waste from the landfill. The pilot funding from EPA terminates on
December 31, 2003 and funds are being requested to keep the center operative
through the remainder of the fiscal year ($60,000).
