HomeMy WebLinkAboutRES 143 Draft 01 2002-2004 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 143 04 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46-7, FOR A RURAL TRANSIT ASSISTANCE PROGRAM GRANT WHEREAS, the State of Hawaii Department of Transportation has authorized funding towards the Hawaii County Mass Transit Agency's Rural Transit Assistance Program (RTAP); and WHEREAS, this grant will be used for a driver improvement program that will be open to all providers within the State and will cover all aspects of driver training, including equipment knowledge, behind the wheel training, ADA requirements, and dealing with the public; and WHEREAS, the RTAP funds will also be used to hold two annual transportation conferences to bring people from around this island to share and discuss needs, concerns, and best practices and to allow the transit personnel to attend the American Public Transit Association Annual Meeting and General Manager Meeting; and WHEREAS, the funds provided by the State of Hawaii Department of Transportation, are derived from grants provided by the federal government; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, ~E IT RESOLVED EY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents, to enable the County to implement a driver improvement program, to hold transportation conferences, and to attend meetings of the American Public Transit Association as described in the County of Hawaii Rural Transit Assistance Program's description, attached hereto and incorporated herein by reference as Exhibit "A" SE IT EURTHEFt RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Hawaii County Mass Transit Agency, the Finance Department, and the State of Hawaii Department of Transportation. County of Hawaii Rural Transit Assistance Program (RTAP) Driver Improvement Program - $9,000 Program will be open to all providers on island and within State (such as Kauai and Maui). The proposal is to hold a three day course covering all aspects of driver training, including equipment knowledge, behind the wheel training, ADA requirements, and dealing with public. Transportation Conferences - $3,500 The transit agency will hold two annual transportation conferences to bring people together from around the island to share needs, concerns, and best practices. We are currently establishing "sub-groups" in the various districts of the island and the bi-annual meetings will be held to bring all members together. APTA Annual Meeting and General Manager Meeting - $4,500 Allow transit personnel to attend these sessions sponsored by the American Public Transit Association. EXHIBIT "A"
