With the additional time, a broader age group and more diverse activities can be planned and carried out for the community. It will also enable the staff to develop stronger ties with business and community associations. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Recreation Division (Parks and Recreation) created a Recreation Technician III (1 /2T) position at Panaewa Park in November 2000 to provide organized recreation and programs for the Panaewa Hawaiian Home Lands Community. The one person staff directed diverse program activities mostly after school hours for the children. With the additional hours during the evenings, we will be able to offer expanded activities for the teenagers, young adults and the Kupunas. During the past 3 years, we have initiated awhole-day summer fun program, a winter recess and intersession programs, a fall intersession program, and a spring recess and intersession program. At present, the staff has limited partnerships and working associations with the Panaewa Hawaiian Home Lands Community Association, HAOLA Inc., Queen Liliuokalani Children Center, Hawaiian Home, business and community service organizations. With additional hours the staff will be able to develop stronger ties with the above groups and work together to provide more for the community. The facility consist of: community center, ball park with 2 youth baseball field, football field, state of the art playground apparatus, outdoor tennis court, volleyball and basketball counts, and physical fitness station with apparatus. The staff initiated diverse and creative recreation programs utilizing the park, outdoor sport courts, and the community center. The goal, which was to service the community's 500 plus youngsters that live and recreate in the Panaewa Hawaiian Home has grown tremendously to include adults. Within the past 3 years, the program and the use has grown tremendously to create a need for additional hours to fully service the community. The staff provides outdoor sport programs (volleyball, tennis, basketball, and baseball.) Daily art and craft projects are offered along with seasonal and holiday activities. The summer fun, winter recess/intercession, spring recess/intercession, and fall intercession programs are provided on a full time basis through extension of hours. This comprises of 12 weeks of special activities for the youngsters. With additional hours, the staff will be able to provide organized activities to wider age group. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): The program offerings and the facility use has grown tremendously within the past 3 years. On the program side, we have initiated the summer fun program, fall, winter, and the spring recess/intersession activities for the youngsters on a full day basis. As stated on the previous page, broader age group and diverse activities can be planned and carried out with afull-time work schedule. Because of limited hours, only a limited percentage of the youngsters in the Panaewa community are being serviced at any one time. With additional hours, the teenagers, young adults and along with the Kupunas will be serviced. To work and to provide public recreation services within the Hawaiian Homes community is unique and takes effort. You need to understand the "Hawaiian ways' and you need to put the youngsters interest first regardless of other interests that may need to be addressed. This means that the staff needrto attend community meetings of various interest groups and try to service all interest groups fair and equally. 2. If reallocation, list only new duties. No. The unanticipated increase in enrollment for a majority of the programs, including Summer Fun and Intersession indicate a need for a full time staff. See attached attendance data report. 7. List other rationale or pertinent statements and data: Able to provide program diversity, to provide a place for the neighborhood children to go to learn crafts, sports, etc. and to extend programs and services to the community. Because of limited hours, the staff is able to provide for a select age group at any given time. The Panaewa Community Hawaiian Home Lands Association and the county administration are committed to "NO TO DRUG". The children are safe at our facility. In addition, we can provide good clean recreation activities under responsible supervision. Will be able to build partnerships with the Panaewa Hawaiian Home Lands Community Association, HAOLA Inc., Hawaiian Homes, Queen Liliuokalani Children Center, businesses and service organizations. Programs are held at gyms and community centers around the island. The Hoolulu Complex Section, a part of this Division, coordinates and schedules activities at the Afook-Chinen Civic Auditorium, Wong Stadium, Edith Kanakaole Tennis Stadium, Aunty Sally Kaleohano's Luau Hale and Victor Stadium.
