SUBJECT: TRAFFIC CODE AMENDMENT
KAMEHAMEHA AVENUE
REVISED NO PARKING ZONE
The Department of Public Works apologizes for the delay of this submittal. Among other issues,
we met with Chairman Ron Reilly of the Mayoral Bicycle and Pedestrian Advisory Committee,
to discuss the creation of bicycle routes along Kamehameha Avenue, in Hilo. It was agreed that
the preferred alternative would be to maintain the existing number of lanes, while providing
sufficient roadway width to convert the outside lanes to shared use lanes (for bicyclists and
motorists). In order to provide the necessary lane widths, the Department of Public Works
requests to remove all on-street parking, on the mauka-side, between Pauahi Street and
Ponohawai Street.
The Department of Public Works request that the subject amendment be considered for adoption.
We also request that this Bill be waived through the Public Works and Intergovernmental
Committee and proceed directly to the County Council's scheduled meeting on February 4, 2004,
for the following reasons:
• Due to time limitations and public safety, we would like to proceed as quickly as possible.
• Our Highway Maintenance Division will be completed with the asphalt concrete (AC) paving
work this week. We would like to complete the permanent pavement striping shortly
thereafter, as soon as possible.

Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works and Intergovernmental Relations to the full
Council for immediate action. In reviewing this matter, timely approval is crucial It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Public Works and Intergovernmental Relations for
placement on its future agenda.
