Subject: DRAFT 2 OF BILL NO. 216, AN ORDINANCE AMENDING
ORDINANCE NO. 03-90, AS AMENDED, RELATING TO PUBLIC
IMPROVEMENTS AND FINANCING THEREOF FOR THE
FISCALYEAR JULY 1, 2003 TO JUNE 30, 2004.
Attached for your favorable consideration is Draft 2 of Bill No. 216 amending Ordinance
No. 03-90, as amended, relating to Public Improvements and financing thereof for the
fiscal year July 1, 2003 to June 30, 2004.
Changes were made to the title of the Bill to read:
AN ORDINANCE AMENDING ORDINANCE N0.03-90, AS AMENDED,
RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR
THF. FISCAL YEAR JULY 1, 2003 TO JUNE ~20~ 30, 2004.
[n addition, the Financial Impact Statement was changed to show $30,000 under
construction rather than Planning and Environmental Assessment.

PRO.IEC'T /PROGRAM DESCRIPTION:
To identify through testing whether the frre hydrant system constructed throughout Kaumana City Subdivision -Council District 2, can be used for fire
protection purposes.
PROJECT/PR OGRAM JUSTIFICA TION:
Currently Kaumana City Subdivision (formerly portion 2-5-02-13) has water pipes connecting the fire hydrants throughout the subdivision with no
water supplying the hydrants. With approximately 276 property owners within the subdivision, it causes severe constraints to the Fire Department in
emergencies requiring water. The intended testing is aimed at identifying whether the water system constructed previously can be used for fire
protection purposes. Is a preliminary step in resolving the problem and raising the level of
public safety for the area residents.
