FC-29 Page 3 February 3, 2004 (Bill 218) AN ORDINANCE TO AMEND ORDINANCE NO. 03-91, AS AMENDED, THE OPERATING BUDGET FOR'I'HE COUNTY OF HAWAI'1 FOR TFiI's FISCAL. YEAR ENDING JUNE 30.2004 (by appropriating a $844,125 Hawaii Island Meth Initiative -COPS grant) From Finance Director William Takaba, dated .Ianuary 22, 2004, transmitting the above resolutions and bill. 'The Hawaii Island Meth Initiative is a joint effort of U.S. Senator Daniel K. Inouye, the Hawaii Community Foundation, and the County of Hawaii. This cooperative effort is in response to the devastating effect that ICE or crystal methamphetamine is having on our children, our families and our communities. In February of 2003. Senator Inouye successfully earmarked funds for the Hawaii County Meth Initiative, which was put into the budget of the U.S. Department of Justice and assigned to the Community Oriented Policing Services (COPS) agency. The Hawaii Community Foundation (HCF) was designated by Senator Inouye as the recipient of the COPS grant, and they have worked closely with the Office of the Mayor and the Hawaii Island community to implement this initiative. The monies were focused on three primary areas: Enforcement. Treatment and Prevention, and the county agencies identified as being able to effectively utilize these resources to immediately impact the ICE problem are the Hawaii County Police Department, the Office of the Prosecuting Attorney, and the Hawaii County Resource Center. Comm. 473: AN ORDINANCE TO AMEND ORDINANCE NO. 03-91, AS AMENDED, THE (Bill 219) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL, YEAR ENDING JUNE 3Q. 2004 (by increasing the General Fund's Fund Balance of the Previous Year account by $4,686.988 and appropriating it to various departmental and miscellaneous accounts); and (Bill 220) AN ORDINANCE TO AMEND ORDINANCE NO. 03-91. AS AMENDED, THE OPERATING BUDGET FOR TFiE COUNTY OF HAWAII FOR THE FISCAL. YEAR ENDING JUNG 30, 2004 (by increasing the Solid Waste Fund's Transfer from General Fund account by $135,000 and appropriating it to the landfill and recycling accounts) From Finance Director William Takaba, dated .Ianuary 22, 2004, transmitting the above bills. Of the Mayor's October 9, 2003 certified amount of $5,678,888.54 in the General Fund fund balance as of June 30, 2003, the Council has approved an appropriation of $987,900 for the Replacement of Large Capacity Cesspool CIP project. The attached list of proposals are the result of the Administration meeting with the Council to inform and gather input on the remaining allotment of the fund balance.
