important decision proscess. I will use my allotted time here to speak out against the proposed change of zone/use,
although probably for reasons that are a little different than most that you will hear from. The traffic on local
roads is certain?y at a critical level, and will not likely be improved by this project, but that might not be the most
important reason to deny it. I am most concergN by the loss of area of land for future growth of the energy lab
complex. The state of Hawau has spent much etl~rt and more than a little money to make it a viable addition of
jobs to the local economy, and it has recently betnn to expand as has been hoped for by those involved for a long
time. It seems to me that the subject parcel of bmd, with its currant industrial zoneing, would be the obvious
choice for future expansion of the growing businesses. If this option is eliminated, I believe that one more obstac?e
will have been added to what has been a difficult situation for many years.
Questions that I think need to be asked of the developer before any approval is considered would Gave to include
at least the following;
1. What would be an average wage for the employees of the LARGE RETAIL center that they are proposing?
2. How far do they anticipate that the employees will be commuting to get to houses that they can afford?
3. What is the anticipated sale price of the residential units included is the proposal?
4. How many customers does it take to support that much retail space? and how far will they be traveling?
5. If this project is allowed, where is the neat closest piece of industrial land? RECtw csr

6. Have any studies shown a real need for ti?at much additional retaiUoffice space? DaM

7. Is there really a need for another hotel, there are several seemingly in financial trouble now, and has been
two sitting empty for quite a while.
8. if the airport is to expand, and I am sure it will, and the energy lab is to expand, which we all hope it will,
this land should be able to be used in some way that is more helpful than this project seems to be.
9. West Hawau has some pretty serious problems ,now, and we would all like to know how this can help some
of them? It should not try to minimize impacts, but actually make a positive change in the area, or else it has
just made things worse, which nobody should be in favor of.
We as a communnity have needs, and this does not positively impact any of them in my opinion, so lets think a
little bit before adding to the mess we already have!! Good paying jobs, affordable housing, and better
transportation. From this project we will not likely get any of these, so lets say no!!
