"Marijuana Eradication Program"
Dear Hawaii County Council,
After 16 years of previous County Council's neglect of
its charter mandated duty to review the marijuana
eradication program, and the abuses that such neglect has
fostered, it is praisworthY that this council Is requiring
the mandated program review and also seeking a comprehensive
program review via the State Legislature.
Please Include the following requirements In the
program review;
1. Conduct a PUBLIC HEARING IN EACH DISTRICT to help
determine the abuses of the existing program,
2. Since a county police officer flies in most if not all
aerial spraying missions, antl the eradication prorgram could
not fUnCtlOn Without GOUntY police participdtlOn, please
include an UPDATED EVALUATION OF THE USE OF THE HERBICIDE
ROUNDUP. Alot more information about the toxicitYY of this
product has Gecome known since the 1988 EIS. Also, aerial
application is NOT an approved use.
3. What procedures are used to guarantee that police DO
NOT KEEP AND SELL PART OF THE CONFISCATED CROP and don't
keep cash confiscated In the arrest process. Without strict
procedures police corruption is likely when handling a
commodity more valuable than gold.
4. What Is the relationship between eradicating cannabis
and the INCREASE IN THE USE OF HARD DR!iGS,
