Dear Chairman Elarionoff:
The Hawaii Conference Foundation of the United Church of Christ is the fee simple owner
of TMK parcels 2-5-08:15 (21.127 acres) and 19 (15.330 acres) in the Hilo Heights area of the
Big Island. These lands were given to the Foundation by the late Rev. Titus Coan. For many
years, these lands were used by Excelsior Dairy but, today, they are largely fallow except for a
small Duster of sub-standard housing.
The update of the Hawaii County General Plan proposes reclassification of these lands
from Urban Expansion to Rural under Proposal #B-15. These lands are currently classified
Agriculture by the State Land Use Commission. They are suitable for low density Family
Agriculture County zoning (FA) with a minimum lot size of one acre or low density Residential
Agriculture zoning (RA) with a minimum lot size of one-half acre. The Foundation supports the
reuse of these lands for rural development through either Family or Residential Agriculture. If the
Council approves Proposal #15, the Foundation will seek qualified developers to carry out this
reuse. Additionally, it may join with neighboring landowners in Hilo Heights to seek a Rural
classification from the State Land Use Commission.
