Subject: Bill Number 219, Amending Ordinance Number 09-91, Operating Budget
1 would like to amend the above Bill Number 219 by adding a new Section 3, Determinations,
The County Council has determined that the transfer appropriation to Account Number
010-801-5801.33 set forth in Section 2 shall be conditioned on allotments for specific capital
improvement projects listed in Exhibit A (Communication Number 473), and as further revised
by Exhibit B (Communication Number 473.2). Revisions to the project list shall require council
approval.
Further, the existing Section 3, which designates the bill's effective date, shall be re-titled as
Section 4.
1 propose using $285,000 from the County Building renovations project for the following:
Machado Acres Park ($205,0001
The Machado Acres Association has donated two parcels for park use. The funds will be used
tier the design and construction of a passive park. The construction will consist of clearing,
purchase of fill and landscaping materials and the rental of equipment. The Machado Acres
Association and the community would assist in the completion of the project.
Dirt Bike/ATV Track ($50,000)
The funds will be used for the construction of the Dirt Bike/ATV Track in the Hilo Drag Strip
area. The appropriation amount represents the cost for the construction and materials to assist
volunteers toward completion of the project. t,

Kaumana City Fire Hydrant System Testine ($30.000)
'T'he funds will be used for the testing of the Kaumana City Subdivision's fire hydrants. The test
of water system identifies whether the water system constructed previously can be used for fire
protection purposes.
