We are transmitting For the Council's review and consideration for acceptance a copy of
the above land patent grant, along with a resolution accepting the same.
The County has requested the parcel from the State of Hawaii for roadway
improvements planned in the Kaloko Industrial Park Area. The State of Hawaii has agreed to
transfer the subject property as evidenced in the attached grant.
For your information, the land patent grant has been reviewed by the Department of
Public Works, Department of Water Supply and the Planning Department and all have
recommended acceptance of the land patent grant. Enclosed are copies of transmittals from the
Department of Public Works, Board of Water Supply and the Planning Department.
Upon acceptance of the above land patent grant, please send notification of such
acceptance to: (])Chairperson, Department of Land and Natural Resources, Land Division,
P. O. Box 621, Honolulu, Hawaii 96809, who will record the document with the Bureau of
Conveyances; (2) Department of Public Works; and (3) Patricia K. O'Toole, Deputy Corporation
Counsel.

We have reviewed the subject Land Patent Grant and have no objection to being it accepted by the
County Council. The water system improvements within this roadway was constructed and inspected
and found to comply to our standards and incompliance with the provisions of Chapter 23 of the
Hawaii County Code as applicable.
The water system improvements were dedicated and accepted by the Water Board of the County of
Hawaii by Grant of Easement and Bill of Sale document dated March 27, 2001. It was recorded at the
Bureau of Conveyances, State of Hawaii, as Document No. 2001-105157 dated July 9, 2001.

We have reviewed the dedication deed and recommend that it be accepted by the Council
inasmuch as the subject roadway improvements have been inspected and found to comply
with the standard details, are in acceptable condition for dedication, and are in full
compliance with the provisions of Chapter 23 of the Hawaii County Code.
The Traffic Division (4/10/03) and the Engineering Division's construction branch (12/3/02)
have inspected the roadway construction and their written approvals are enclosed for the
County Council's review.

Kamanu Street Extension (Road Lot E)

As requested in your most recent memorandum dated September 17, 2003, we have reviewed the
Land Patent Grant No. 5-15, 959, originally transmitted by your letter of August 22, 2002, and
have the following comments to offer:
1. The roadway lot (Roadway Lot E) was created by the Planning Director granting
Final Approval of Subdivision Number 7394 on April 16, 2001. Therefore, the
creation of Roadway Lot E was accomplished in satisfaction of all applicable
requirements of the Subdivision Code (Chapter 23, Hawaii County Code).
2. This Roadway is a portion of the Kamanu Street extension (from Kaloko Light
Industrial Subdivision to Kealakehe Pazkway).
3. This is one of several planned roadway improvements (see attached Map of the
Kaloko Industrial Pazk Area).
From our standpoint, we recommend acceptance of this document
