REQUEST: 1/28/04 PHONE: 961-2273 To create four (4) Police Officer II (PO07) for the Hilo and Kona VICE sections to assist with the Ice Task Force and two (2) Police Officer II (PO07) and one (1) detective (PO11) for the interdiction of ice and other narcotics that are being smuggled through the Kona airport. �• •� �� •U 110t The Hawaii Community Foundation is providing a grant to fund positions for the Department. Four of these positions will be added to the existing ice task force. It has been stated that the abuse of crystal methamphetamine or "ice" on the Big Island has reached epidemic levels. The additional personnel will be instrumental in dealing with the increase in established dealers of crystal methamphetamine as well as aiding in decreasing both interstate and intrastate importation of "ice." It will allow these units to expand their current operations that have proven successful in dismantling, disrupting, arresting, and prosecuting street mid and upper level drug trafficking organizations and organized crime groups involved in methamphetamine distribution, manufacturing and money laundering. Three of the positions will establish a specialized "Airport Smuggling Detail' at the Keahole Airport. This specialized unit will be responsible for interdicting "ice" as well as other hard drugs that are being smuggled through the Keahole International Airport from source cities such as Los Angeles, San Francisco, San Diego, and Las Vegas. The unit will also be assisting in investigating arriving flights from source countries such as Japan, Philippines, Canada and Mexico as well as monitoring private aircrafts. This unit will monitor the various parcel services and freight companies.
