These positions, one in East Hawaii and the other in West Hawaii, will work with County, State, and Federal enforcement officials in prosecuting individuals and organizations distributing large quantities of ice and other drugs. The funding for these positions is being provided by the U.S. Department of Justice's COPS grant that is being administered by the Hawaii Community Foundation as part of the Big Island Meth Initiative. REQUEST: Establish two deputy prosecuting attorney positions for one year based on commitment of federal funds being made available through the Hawaii Community Foundation. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Through the availability of federal funds, the Office of the Prosecuting Attorney is committed to establish one deputy for Hilo, and another for Kona for the purpose of working with County, State and Federal law enforcement officials in prosecuting individuals and organizations distributing large quantities of ice and other drugs. Through a collaborative process involving input from other county government agencies, service providers, businesses, and community members, the availability of drugs was identified as a major risk factor detrimentally affecting youth in Hawaii County. A commitment was subsequently made to tackle the problem with afour-pronged approach --education, prevention, enforcement and treatment. The Police Department has already implemented their enforcement strategy and this now needs to be balanced with swift prosecution services with regard to review of warrants, charging decisions, preliminary hearings, grand jury, trials and appeals. The County prosecutors are also designated to be appointed as special assistant U. S. Attorneys and will participate in the referral and/or trial of defendants in the Federal District Court. These prosecutors will also expand our role in both the State and Federal forfeiture programs in order to disgorge any drug wealth. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. It is not feasible for the new duties to be assigned to any existing postions. Each of these two positions will be totally focused and dedicated to prosecuting individuals and organizations distributing large quantities of ice and other drugs. They will function separately from our regular core court obligations. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): These positions will complement the dedication of the Police Department's efforts in apprehending individuals and organizations manufacturing and distributing large quantities of ice and other drugs. The prosecution effort will involve two experienced deputy prosecutors prosecuting these individuals and organization, New Position Form Page 2 ' and swiftly coordinating efforts with other law enforcement sectors. They will be available 24 hours a day for review of warrants, charging decisions, preliminary hearings, grand jury, trial and appeals. The depwty prosecutor positions are also designated for cross-designation as special assistant U.S. Attorneys and will participate in the referral and/or trial of defendants in the Federal District Court. • 4. Alternatives that were considered in lieu of'new position. (Have technological changes been considered?) There are no alternatives to having additional personnel dedicated to this specific prosecution focus area. 5. Why were manpower needs not planned through budgetary process? We were not able to confirm the security of the Federal funds until recently. b. List other rationale or pertinent statements and data: The request for two deputies is the result of a collaborative process involving the Prosecutor's Office, other government agencies, service providers, businesses, and community members. This collaborative effort recognized the need to attack the drug problem in Hawaii County with afour-pronged approach -education, prevention, enforcement and treatment.
