O`¢ RESOLUTION CREATING SIX (6) POLICE OFFICER II (TEMPORARY) POSITIONS AND ONE (1) DETECTIVE (TEMPORARY) POSITION FOR THE HAWAII COUNTY POLICE DEPARTMENT WHEREAS, the Hawaii County Police Department is a recipient of an U.S. Department of Justice's Community Oriented Policing Services (COPS) grant award, which is passed through the Hawaii Community Foundation (HCF) as part of the Big Island Meth Initiative; and WHEREAS, these grant funds will provide for the establishment of six (6) Police Officer II (Temporary) positions and one (1) Detective (Temporary) position; and WHEREAS, four (4) of these Police Officer II positions will be added to the existing ice task force, two in the Hilo Vice section for Area I and the other two in the Kona Vice section for Area II, and allow these units to expand their current operation that have proven successful in dismantling, disrupting, arresting, and prosecuting drug traffickers and organized crime groups involved in methamphetamine distribution, manufacturing, and money laundering; and WHEREAS, the remaining two (2) newly created Police Officer II positions and the Detective position will establish a specialized "Airport Smuggling Detail Unit" at the Keahole International Airport and will be responsible for interdicting ice as well as other hard drugs that are being smuggled through there; and WHEREAS, this team will provide continuous and close surveillance of the airport and freight companies for suspected ice and drug trafficking and will assist the Ice Task Force during stakeouts and when executing search warrants; and WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has the power to "Create positions...fortyhich appropriations have been made by the council...". NOW, THEREFORE, 13E IT RESOLVED SY THE COUNCIL OF THE COUNTI( OF HAWA~I`I that six (6) Police Officer I I (Temporary), PO-07 positions and one (1) Detective (Temporary), PO-11 position be created in the Hawaii County Police Department. EE IT FURTHER RESOLVED that funds are available from the U.S. Department of Justice, Community Oriented Policing Services (COPS) Grant through the Hawaii Community Foundation. EE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Departments of Finance, Civil Service, and Police. Dated at xilo ,Hawaii, this 5th day of March , 2004.
