RESOLUTION CREATING AN ASSISTANT ACCOUNT CLERK 1/4T (TEMPORARY)
POSITION FOR THE HAWAII COUNTY RESOURCE CENTER
WHEREAS, the Hawaii County Resource Center (HCRC) is a program developed within the
Department of Research and Development to develop island-wide communication network between
the communities and government agencies, to provide training and technical assistance in areas of
community meetings, to assist with grant writing, and to award and administer small grants to the
community; and
WHEREAS, the HCRC is a recipient of an U.S. Department of Justice's Community Oriented
Policing Services (COPS) grant award, that is being passed through the Hawaii Community
Foundation (HCF), and will be using the funds to facilitate collaborative efforts at the neighborhood
level island-wide to confront the growing crystal methamphetamine "ICE" epidemic; and
WHEREAS, in the work plan submitted to and accepted by the HCF for this grant award, the
creation of a clerical position is described to track, record, process and distribute awards for the mini-
grants; and
WHEREAS, the creation of an Assistant Account Clerk 1/4T (Temporary) position is in
conjunction with the work plan and will enable the HCRC to maintain its present level of effectiveness
of operations and increase the communities' ability to build its capacities; and
WHEREAS, this position will be funded with monies derived from the Hawaii Island Meth
Initiative (COPS Grant) and other outside sources for the Hawaii County Resource Center; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...for which appropriations have been made by the council...".
NOW, Tt~EREFORE, ~E IT RESOLVED BY ThIE COUNCIL Of TI°IE COUNTY OF FIAWAI`I
that an Assistant Account Clerk 1/4T (Temporary), SR-8 position be created, for as long as there are
grants or other outside source of funds available for the Hawaii County Resource Center.
IT fURTI°~ER RESOLVER that a copy of this resolution be transmitted to the Departments
of finance, Civil Service, and Research and Development.
