Arakaki, dated February 4, 2004, transmitting the above bill. The construction phase would include the clearing, purchase of fill and landscaping materials, and rental of equipment. The project will have the assistance of the Machado Acres Association and its community members. Four of the Police Officer [I positions will be added to the existing ice task force and the other two, along with the Detective position, will make up the new "Airport Smuggling Detail Unit" at the Keahole International Airport. 'I~he funding for these positions is being provided by the iJ.S. Department of Justice's COPS grant that is being administered by the Hawaii Community Foundation as part of the Big Island Meth Initiative. Comm. 496: RESOLUTION CREATING TWO (2) DEPUTY PROSECUTING ATTORNEY (Res. 152-04) (TEMPORARY) POSITIONS FOR TFTE OFFICF. OF TFTE PROSECUTING ATTORNEY lone position each for East }Iawai`i and West Hawaii) From Finance Director William Takaba, dated February 4, 2004, transmitting the above resolution. These positions will work with the County, State, and Federal enforcement officials in prosecuting individuals and organizations distributing large quantities of ice and other drugs. The funding for these positions is being provided by the U.S. Department of Justice's COPS grant that is being administered by the Hawaii Community Foundation as part of the Big Island Meth Initiative. Comm. 497: RESOLUTION CREATING AN ASSIS'T'ANT ACCOUN'T' CLERK U4'1' (Res. 153-04) (TEMPORARY) POSITION FOR THE HAWAI'1 COUNTY RESOURCE CENTER(HCRC) From Finance Director William Takaba. dated February 4, 2004, transmitting the above resolution. The creation of this position is in conjunction with the Hawaii Island Meth Initiative (COPS grant program) and will enable the HCRC to maintain its present level of effectiveness of operations and increase the communities' ability to build its capacities. Comm. 498: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 154-04) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR A COPY MACHINE (for the Department of Parks and Recreation's Elderl~Activities Division -Nutrition Program) From Finance Director William Takaba, dated February 4, 2004, transmitting the above resolution. The machine currently being used is over 13 years old and is considered obsolete by the company that provides the maintenance. Also, the repair technician has said that replacement parts may no longer be available for tixing the machine. The United States Environmental Protection Agency (EPA) has authorized a $76,000 grant to the County of Hawaii for a large capacity cesspool replacement project for Hawaii County> Phase One. The EPA, on December 7, 1999, had promulgated a regulation prohibiting the construction of new large capacity cesspools, and a requirement that all large capacity cesspools must be closed or upgraded by April 2005 to prevent the endangerment of underground sources of drinking water. 'this effort will create a preliminary inventory of existing and potential non-government large capacity cesspools, conduct an outreach/education program regarding the ban, and assist owners with selecting alternative systems, any necessary paperwork, and possibly identification of funding sources, in the nine (9) County designated districts. The owners of KTA Shopping Center and the Puainako Towne Center have requested the assistance of the County in its efforts to comply with the F.PA regulation and connect to the County sewer system. The State of Hawaii Department of'1'ransportation has authorized the above grant to the Hawaii County Mass Transit Agency for its Rural Transit Assistance Program. These funds, derived from the Federal "IYansit Administration, will enable the County to implement a driver improvement program, to hold transportation conferences, and to attend meetings of the American Public Transit Association. Of the Mayor's October 9, 2003 certified amount of $5,678,888.54 in the General Fund fund balance as of June 30, 2003, the Council has approved an appropriation of $987.900 for the Replacement of Large Capacity Cesspool CIY project. The attached list of proposals are the result of the Administration meeting with the Council to inform and gather input on the remaining allotment of the fund balance. Comm. 473.] : From Legislative Auditor Assistant Susan Caseria, dated February 2, 2004, providing an itemized breakdown of the proposed projects and allotments and a description of each project, in relation to Comm. 473. Comm. 473.2: From Council Chairman James Y. Arakaki, dated February 3, 2004, stating he would like to amend Bill 219 by adding a new Section 3, Determinations. The County Council has determined that the transfer appropriation to account number 010-801-5801.33 set forth in Section 2 shall be conditioned on allotments for specific capital improvement projects listed in Exhibit A (Comm. 473), and as further revised by Exhibit B (Comm. 473.2). Revisions to the project list shall require Council approval. Further, the existing Section 3, shall he re-titled as Section 4. Proposes using $285,000 from the County Building Renovations project for the Machado Acres Park project ($205,000), the Dirt Bike/ATV Track project ($50,000) and the Kaumana City Fire Hydrant System Testing project ($30,000). Comm. 475: AN ORDINANCE AMF,NDING ORDINANCE NO. 03-90. AS AMENDED, (Bill 222) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF' FOR THE FISCAL YEAR JULY 1, 2003 TO JUNE 30, 2004 (by adding an additional $250,000 to the Parks and Recreation's Repairs to Facilities account, bringing the appropriation from $500 000 to $750 000) From Finance Director William Takaba, dated .lanuary 22, 2004, transmitting the above bill. Due to a lack of funding over the years to repair and to maintain Parks and Recreation facilities, many projects were postponed. Increasing the appropriation in this account will enable the department to carry out those projects to repair and renovate facilities and infrastructure islandwide. The additional funds arc derived from the General Fund's fund balance.
