r!~snk you for replying to my letter dated January 4, 2004, regarding the Lehua Lani
LLC rezoning..
Your point of your letter was mt to focus on the symptoms rather than causes. You state
that the underlying causes of traffic congestion are population, which I totally agree and
are intuitable. But you contimie with saying that it is a development pattern where
people commute long distances to jobs-
v~rnh due respect this is true but not addressiag the critical issue.
N[ost ofthe jobs are service related and constuuction. While there are hotels in town and
small business locations, the majority ofhotels and construction is out of
town
Even now it is nearly impossible to park or get to town without long lines that begin at
Hard rock Cafe on Alii Drive. You also have played that option with the recent partially
oompleted developments and the soon to be Alii Cove that is in progress. Alii Drive is
gridlocked already.
P~lii Drive needs several vertical roads to take the burden off those wishing to go to jobs
ur Costco, Wal-Mart, Lowes, K-Mart, HPM and numerous large sources of shopping and
jobs.
As well Highway 19 and Highwayl 1 need to be able to accommodate traffic that is
naturally resuhing from +ncrs~cino population. People will buy Property where they can
afford to buy. There are currently very few opportunities for local people to acquire
property in town, this will not change. As Alii Lani , Lehua Lani will be bought by
second home seekers from other places.

I realize that you are under pressure to increase revenues to pay bills. But if you were
truly planning for the future you woukl focus on infrastructtue and take the heat from
developers. To rezone to solve your problems has no logic beyond a temporary revenue
tic To put 58 homes where there should be 2 will not solve anything except further
gridlock ofAlii Drive. The urban core is ahroady full. Xou cannot ignore what the
commutity of Kona has voiced. Listen to your constituents, not just the big developers.
I realize this is probably a done deal akeady, but 1 will organize with the people of Alii
Drive to at least voice out opinions. With respect both of you arc out of touch with the
~~,ple you serve. Shame on you. This will be your ]egacy. You still have time to make
a difference.
I do thaak you for allowing me to express my concerns for this community and the
welfare ofthe future ofthis island. This is not personal for I realize the complex position
that you find yourselves.

Thank you for taking the time to write to me about your concerns.
We share yolu concerns about the overall keel of developalcat in West Haw~~~'`i, parmealarly
traffic congestion. It is importanX however, not to focus oa symptoms ratheH~than causes.
The underlying causes of traffic oongestioa are rho increasing population, aa~ a development
pattern where poople Wmasute long distances to jobs. The Planning t supports this
rezoning because ft will pmvide housing near an employment center and tng, hopefully
reducing the overall keel of traffic competed to whet would occur if the pop atioa settled in
the ruial areas away from Kailas-Kona instead of filling in the urban core.
