We reviewed the subject application and our comments are as follows:

1. All development generated runoff shall be disposed of on-site and shall not be
directed toward any adjacent properties. A drainage study shall be prepared, and
the recommended drainage system shall be constructed meeting with the approval
of DPW.
2. The applicant shall be informed that k they inGude drywells in the subject
development, an Underground Injection Control (UIC) permit may be required from
the Department of Heath, State of Hawaii.
EARTHWORK
1. All earthwork and grading shall conform to Chapter 10, Erosion and Sediment
Control, of the Hawaii County Code.
2. The applicant shall comply with chapter 11-55, Water Pollution Control, Hawaii
Administrative Rules, Department of Health, which requires an NPDES permk for .
certain construction activity.

ROADWAYS
1, Due to the proximity of this property to the Queen Kaahumanu Highway
intersection, the adjacent County Fire Station and location on the inside of a curve,
we recommend that left turns into the prcposed devebpment be prohibited. to
addition, should future improvements to Palani Road provide for a barrier median,
left turns out of the parcel may be prohibited.
2. Vehicular access to the individual lots shall not be from any major collector or
arleriat roadways.
3. The applicant shall remove any encroachments or obstructions within the Palani
Road right-of--way.
4. Palani Road, the 2-lane County road serving the subject property, is an arterial
road. It has a variable right-of--way width. Palani Road shalt be improved to an $0-
ft. right-of-way, according to the County's General Plan. It appears that no
additional right-of-way is needed along the frontage of the subject parcel to meet
the requirements of the General Plan.
5. It is the policy of DPW to recommend improvement of properties for which
commercial zoning is sought as follows: The applicant shall provide full
improvements to the entire frontage along Palani Road consisting of, but not
limited to, pavement widening with concrete curb, gutter and sidewalk, drainage
improvements, and any relocation of utilities; meeting with the approval of the
DPW. The applicant shall construct alt improvements at no cost to the County.
Instal( street lights, signs and markings meeting witty the approval of the DPW,
Traffic Division.
6. Access to Palani Road, including the provision of adequate sight distances, shall
meet with the approval of DPW. If a variance is considered for the access width, a
minimum 24-faot wide pavement within a 40-foal right of way or easement, to
include curb and sidewalk on one side should be adequate.
7. All sight distances shall conform to the Hawaii Statewide Uniform Design Manual
or AASHTO guidelines.
