Re: COMMUNICATION #502, RESOLUTION 157-04
Dear Councilman Chung and Members,
We ask your support of Resolution 157-04 relating to a Council initiated Improvement
District Implementation Study for the Construction of Certain Wastewater and Sewer
System Improvements for Waiakea, District of South Hilo, Hawaii.
As you know, the U.S. Environmental Protection Agency (EPA) has promulgated
regulations that require large capacity cesspools to be upgraded or closed by April 5,
2005. We are presently being serviced by large capacity cesspools and believe that
connection to the County Wastewater and Sewer System is the most desirable solution.
Our initial discussion with the County Wastewater Division was about the possibility of
extending a line from the Kawili -Kilauea intersection, along Kilauea Avenue to the
Puainako vicinity to connect to the County system. The alternative of a larger project
along Railroad Avenue with connectors from Puainako Street and other connecting cross
streets was brought up and considered. We now believe that this plan would benefit a
much larger area and should be pursued.
Our connection to the County Wastewater and Sewer System is vital. We ask your
favorable consideration of this resolution so this matter can move forward.
