RE: Communication No. 51S transmitting a communication to nominate
Mr. Brian Nakashima of Council District 7 to the County of Hawaii Tax Board
Review.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

Dear Chairman Arakaki and Council Members:
It is my pleasure to nominate Mr. Brian I. Nakashima of Council District 7 to the
County of Hawaii Tax Board of Review. Mr. Nakashima is a lifelong resident of
Hawaii and is a retired educator and school principal. He currently volunteers his
time at the Kona Family YMCA. Mr. Nakashima states that he is not affiliated
with any political party. If confirmed, he will serve a term to end on
December 31, 2005. He will replace Mr. David R. Powell who has passed away.
Your review and favorable recommendation would be appreciated.
