Dear Chairman Arakaki and Council Members:

It is my pleasure to nominate the following individuals to the County of Hawaii Environmental
Management Commission.
Council District 1 - Mr. Samuel Sumner is a 13-year resident of Hawaii who currently is employed
by the State Department of Education as a Special Education teacher. He is a member of the
Hamakua Lions Club, and participates in their community service efforts. Mr. Sumner states that
he is not affiliated with any political party, and if confirmed, will serve a term to expire on December
31, 2008. He replaces Mr. Mack Asato, whose term expired on December 31, 2003.
Council District 4 - Mr. Arnold T. Okamura is a lifelong resident of Hawaii. Mr. Okamura is
recently retired from the U. S. Geological Survey, Department of the Interior, as the supervisory
geologist for the Hawaii Volcano Observatory. He has served as past president of the Waiakea
Elementary School PTA, and is a member of the Waiakea Pirates Athletic Club. He was a past
president of the Hilo Meishon Church and currently serves as a director. He also remains active
with Troop 50 of the Boy Scouts of America, where he served as Scoutmaster. Mr. Okamura
states that he is not affiliated with any political party, and if confirmed, will serve a term to expire on
December 31, 2008. He replaces Ms. Anne Plack, whose term expired on December 31, 2003.
