Fund Balance
This is to transmit Bill No. 219, Draft 2, which contains amendments proposed by Council
Member Michael Tulang (Comm. No. 473.3), Council Member Bob Jacobson, and me (Comm.
No. 473.2).
Specifically, $10,000 has been added in Account No. 010-500-5503.39-Parks and Recreation-
Friends of the Park for dirt for Kahuku Park to bring facilities up to league standards for youth
activities such as soccer, baseball and football. The community will donate labor to this project.
Accordingly, Account No. 010-801-5801.33-Transfer to Capital Projects Fund has been reduced
by $10,000 to $4,171,349.
A new SECTION 3 conditions the appropriation of the Transfer to Capital Projects Fund to
specific capital improvement projects listed on an Exhibit A. SECTION 3 also requires council
approval for revisions to the project list. Exhibit A includes all of Mayor Harry Kim's capital
projects, but reduces the County Building renovations monies by $295,000 to $705,000. The
$295,000 would fund additional projects of Machado Acres Park ($205,000), Dirt Bike/ATV
Track ($50.000), and Kaumana City Fire Hydrant System Testing ($30,000). As mentioned
previously, $10.000 would expended in the operating budget on Kahuku Park.
A new SECTION 4 requires the $221,000 in Account No. 010-183-5183.02 to be expended on
updating topographical maps for the North Kona, Puna, and Hilo Watershed areas.
