It is my pleasure to nominate the following individuals to the County of Hawaii Civil Service
Commission.
Council District 1 - Mr. Joel Cohen is a 2-year resident of Hawaii. He is retired from the State
of California as a Senior Analyst-Human Resources. In his short stay in Hawaii, Mr. Cohen has
demonstrated that he is an asset to his community and to Hawaii Island. He was an organizer
for his community's Neighborhood Watch program. He is a member of the Hamakua Safety
Council and Hamakua Power of Choice. He is a project leader for NICASA Parent Project
Island employer site training program for parents and ohana members. Mr Cohen is also a
member of Solution '04 organizing committee. Mr. Cohen states that he is not affiliated with any
political party. If confirmed, he will serve a term to expire on December 31, 2008. He will
replace Ms. Diana Kahler, whose term expired on December 31, 2003.
Council District 4 - Mr. Warren K. lopa is a lifelong resident of Hawaii and is currently
employed by Young Brothers as a stevedore. Mr. lopa is a member of Hui Aloha and the
Panaewa Community Association. He is the head football coach at Keaau High School and is
president of Hilo Storm Football. Mr. lopa states that he is a member of the Democratic Party.
If confirmed, he will serve a term to expire on December 31, 2008. He will be replacing
Mr. Clarence Souza, whose term expired on December 31, 2003.

District 4 both to the County of Hawaii Civil Service Commission.
Pursuant to Section I (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
