Dear Chairman Arakaki and Council Members:
It is my pleasure to nominate the following individuals to the County of Hawaii Fire Commission.
Council District 2 - Mr. Glen S. Matsuda is a lifelong resident of Hawaii and is currently employed
by the State of Hawaii Department of Labor as an auditor. He is very active in our community both
at the local and state levels. He has served as vice president, treasurer, and director of the Lehua
Jaycees, and as treasurer for the Hawaii Jaycees (State). He has served as president and
treasurer for the Hilo Intermediate School PTSA and treasurer for the Hawaii (statewide) PTSA.
He also is a member of the Akaka Falls Lions. Mr. Matsuda states that he is a member of the
Democratic Party, and if confirmed, will serve a term to expire on December 31, 2006, replacing
Ms. Natalie Flattes, who resigned.
Council District 6 - Mr. Clifford J. Whitney is a 19-year resident of Hawaii and is employed by the
Outrigger Hotel Kanaloa at Kona. He has served his community as a member of the Kau Lions
Club, Ocean View Development Corp. and the Ocean View Volunteer Fire Department.
Mr. Whitney states that he is not affiliated with any political party and if confirmed, will serve a term
to expire on December 31, 2008. He will replace Mr. Terry Wallace, whose term expired on
December 31, 2003.

RE: Communication No. 535 transmitting a communication to nominate
Mr. Glen S. Matsuda of Council District 2 and Mr. Clifford J. Whitney of Council
District 6 both to the County of Hawaii Civi] Fire Commission.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, l understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
