For your information, I have attached the sales data from the County Real
Property Tax Office which indicates that the property was purchased almost two years
ago for $100,000 by [he current landowner, Ms. Monica Mallick.
As stated in the memorandum from Bill Takaba, our final offer of $325,000 for
the property was rejected primary due to price, however Ms. Mallick also verbally
expressed concerns about the public purpose need for the Park. As you know, the public
purpose need for the Park has been established long before the property was purchased by
the current landowner and long before I was elected to represent the Puna district.
Prior to initiating the condemnation process, we may consider retaining the
services of another commercial appraiser to conduct a review appraisal, which will take
into account the disparate fair market values of the appraisers hired by the County and the
landowner. The fair mazket value established by the review appraisal may provide a
basis for further negotiation with the landowner.

This is to let you know that I received a telephone call today from Monika Mallick rejecting our offer
to purchase her property for $325,000. Her primary reason for the rejection is the price. She said that
it would be foolish for her to accept this offer since they spent more than that to purchase and clean up
the site.
