ESPEJO OF COUNCIL DISTRICT 3 TO THE COUNTY OF HAWAII TRANSPORTATION COMMISSION From Mayor Harry Kim, dated February 23, 2004, submitting for confirmation the following appointments to the County of Hawaii Transportation Commission. Mr. Peter S. Lerma is a lifelong resident of Hawaii and is currently employed by the Norwegian Cruise Line. If confirmed, he will serve a term to expire on December 31, 2005, replacing Ms. Beverly Chrisman, who resigned. Mr. Lerma states that he is not affiliated with any political party. Mr. Douglas A. Espejo is a ?ifelong resident of Hawaii and is the manager for Big Island Caz Wash. If confirmed, he will serve a term to expire on December 31, 2008, replacing Mr. Paul Matsumoto, whose term expired on December 31, 2003. Mr. Espejo states that he is not affiliated with any political party. (Proposed Freight Loading Zone along Alii Drive just south of the Hale Halawai parkins lot) From Director of Public Works Bruce McClure, dated January 27, 2004, transmitting the above bill, as recommended by the Kona Traffic Safety Committee and the Kona Police Department. States the need for the ?oading zone is demonstrated by delivery vehicles parking on the sidewalk at various locations to unload goods, causing problems for pedestrians. Comm. 482.1: From Casey K. Yanagihara, P.E., Traffic Division Chief, Department of Public Works, dated February 19, 2004, transmitting copies of the Kona Traffic Safety Committee's and the Kona Police Department's favorable recommendations of Bill 224. Comm. 504: AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY (Bi11230) CODE 1983 (1995 EDITION) RELATING TO VEHICLES AND TRAFFIC. (Reducin tg he speed limit on Kaloko Drive From 40 MPH to 35 MPH) From Director of Public Works Bruce McClure, dated February 3, 2004, transmitting the above bill. States the Traffic Division was informed that a Kaloko Drive area resident requested the reduction due to excessive speeding. The Engineering Division performed a design speed check and site investigation and determined that lowering the speed limit to 35 MPH would be advisable. Comm. 504.1: From Scott Susman and Lydia Weiss, dated February 19, 2004, requesting that they be allowed time to discuss Bill 230 with residents in the Kaloko Mauka Subdivision. They agree that many people do drive too fast and that the issue should be addressed; however, they're requesting that the residents be allowed time to review and comment on the amendment. Comm. 505: A RESOLUTION REQUESTING THE STATE AND COUNTY (Res. 159-04) ADMINISTRATIONS TO PROCEED WITHOUT FURTHER DELAY TO FINALIZE PLANNING, DESIGN AND TO BEGIN CONSTRUCTION OF ROADS AND HIGHWAYS IN THE SOUTH KOHALA, NORTH KONA AND SOUTH KONA DISTRICTS AND TO FINALIZE TRANSPORTATION PLANS WITH INFRASTRUCTURE FINANCING MECHANISMS. States the Hilo Bay Hostel owner/operators request the passenger loading zone in order to provide for safe loading and unloading of guests at the hostel. Comm. 520: A RESOLUTION ACKNOWLEDGING AND RECOGNIZING THE SECOND (Res. 161-04) SATURDAY OF OCTOBER AS "E HO`OLA I NO ALA HELE" DAY ("TO GIVE LIFE TO THE TRAILS" DAY).
