From Planning Committee Chairman Takashi Domingo, dated
July 14, 1993, transmitting a "farm lot subdivision"
bill. States a priority of the County's Agriculture
Development Plan is to encourage private landowners to
develop agricultural parks by expediting zoning and
permitting process and providing tax incentive and
believes that the bill will achieve a large part of the
goal. Further, with the passage of the bill,
landowners will be able to make farm land available to
farmers at costs they will be able to afford.

Comm. 462: AMENDMENT TO CHAPTER 25 OF THE HAWAII COUNTY CODE
(Bill 100) RELATING TO ENVIRONMENTAL IMPACT STATEMENTS
APPLICANT: PLANNING DIRECTOR
REQUEST: DELETE REFERENCES TO ENVIRONMENTAL IMPACT
STATEMENTS
From Planning Commission Chairman Donald L. Manalili,
dated June 18, 1993, transmitting an ordinance bill
amending Article 1, Chapter 25 (Zoning Code) of the
Hawaii County Code 1983, as amended, as related to
Environmental Impact Statements.
States the Commission, at its April 15 and May 12, 1993
public hearings voted to forward an unfavorable
recommendation on the amendment. States they based
their recommendatio;. to the amendment on the fact that
there has been no public suppport of the amendment and
the Commission believes that the Environmental Impact
Statement process is a means in which they can ensure
the safeguarding of the County's fragile environment.
Comm. 462.01: From Henry A. Ross, dated June 26, 1993 commenting on
Communication 462 regarding the Environmental Impact
Statement (EIS) requirement.
Comm. 229.03: From Beverly and Carl Winge, stating they strongly
believe that the EIS requirement should remain in the
County Codes governing future hotel and condominium

Comm. 229.03: developments and should be expanded to include all

classification.
Comm. 229.04: Copy of letter to Planning Commission Chairman Donald
Manalili from Chalon International of Hawaii, Inc.,
dated May 12, 1993, commenting on the proposed
amendments to Section 25-4 (b) (22) and Section 25-20
(c) (4) of Chapter 25 of the Zoning Code. States they
support any effort to clarify the Zoning Code as it
relates to land use filing requirements and procedures.
Comm. 229.05: From Councilman Keola Childs, dated June 9, 1993,
transmitting amendments he would like to see considered
when the Zoning Code amendment proposed by the Planning
Director in regards to E.I.S. requirement is considered.
Comm. 462.05: From Toni Withington, Steering Committee Chair,
Citizens For Protection Of The North Kohala Coastline,
dated July 12, 1993, informing of their strong
objection to the Planning Director's request to amend
Chapter 25 of the Zoning Code by deleting references to
environmental impact statements and urging the Council
to leave Section 25-20 and 25-4 as is.
Further, encourages that the Planning Department be
directed, as part of its current review of the Zoning
Code, to undertake an assessment of what development
projects should require significant environmental
review and bring all review within the parameters of
Chapter 343.
