This position is needed to improve management of the administration duties as well as facilitate a reorganization plan of duties for more efficient operations and effective use of resources of the Wastewater Division. The Deputy Division Chief will assist the Division Chief with administration duties and also be responsible for the activities of the Wastewater capital improvement and equipment replacement programs. The incumbent will also be responsible for assuming the duties of the Division Chief in my absence. Lyle Hirota, is currently performing most of the duties of this new position in addition to his current division Superintendent role. Although our Superintendent is capable of performing these duties, continuous overtime to perform the duties will have an adverse effect on this valued employee as well as the division. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): Since 1996, intensive rehabilitation of our sewer lines as well as redesign and replacement of approximately 50%of the mechanical systems were necessary to accommodate our increasing customer base, improve efficiency and eliminate avoidable sewage spills. Capital improvement projects to add sewer lines and construct three new sewage pump station were also completed during this time frame. Since then, the division has also been subject to increased enforcement of HIOSH requirements as well as regulatory requirements thatare requiring more stringent conditions on our NPDES permits. Managing the division's capital improvement and equipment replacement programs as well as maintaining the facility requirements requires dedicated time and effort. The division is in need of the Deputy Division Chief who'll be responsible for the current and future projects of these programs, virtually consisting of more than 50% of the duties and time required of this position. The Deputy Division Chief will also be assisting the Division Chief with administration of the division as well as assume the Division Chief's duties in his absence. Performance of these duties have been required and previously assigned to our Superintendent for the continuous function of the division. New Position Form Page 2 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. Currently the Supt. Of Wastewater Treatment and Disposal is performing the duties as described in the attached "Proposed" position description. Assignment of the new duties to the Superintendent occurred due to the direct knowledge and experience acquired from his responsibility of direct management of the wastewater operations and maintenance of the facilities. The duties assigned to this position are ongoing and cannot be fulfilled in shorf- term contracts. One of the major responsibilities of the Wastewater Operations Program Superintendent is to assume duties of the Division Chief in his absence. Assignment of the duties to the next level above the division chief, which is the Dept.'s Director, would not be effective for management of the Wastewater Division's daily operations. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.j: The duties that the Wastewater Operations Program Superintendent will be responsible for are essential for the continuous function as well as for improved management of the division's operations and facilities. The growing responsibilities of managing,maintaining, improving, and expanding the division's facilities and the County sewer system is becoming increasingly difficult for the division's existing administration and management staff. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) No other apparent and logical alternative have been recognized or considered. 5. Why were manpower needs not planned through budgetary process? Funds for this position are currently budgeted for FY 04-05. b.
