RESOLUTION NO. is5 04
RESOLUTION CREATING A DEPUTY DIVISION CHIEF POSITION FOR THE
DEPARTMENT OF ENVIRONMENTAL MANAGEMENT WASTEWATER DIVISION
WHEREAS, since 1996, intensive rehabilitation of the County's sewer lines as well as the
redesign and replacement of approximately 50% of the mechanical systems were necessary to
accommodate the increasing customer base, to improve efficiency and to eliminate avoidable sewage
spills; and
WHEREAS, capital improvement projects to add sewer lines and construct three new sewage
pump stations were completed during that time; and
WHEREAS, the Wastewater Division has also been subject to increased enforcement of the
Hawaii Occupational Safety and Health Division (HIOSH) requirements as well as regulatory
requirements that are requiring more stringent conditions on its National Pollutant Discharge
Elimination System (NPDES) permits; and
WHEREAS, managing the division's capital improvement and equipment replacement
programs as well as maintaining the facility requirements requires dedicated time and effort; and
WHEREAS, creating a Deputy Division Chief position will improve management of the
administration duties as well as facilitate a reorganization plan of duties for more efficient operations
and effective use of resources; and
WHEREAS, this position will assist the Division Chief with the administration duties as well as
be responsible for the activities of the Wastewater capital improvement and equipment replacement
programs; and
WHEREAS, there are sufficient funds in the Sewer Fund's Department of Environmental
Management, Wastewater Regular Salaries and Wages account (030-631-5631.01-011); and
WHEF~EAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states hat the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the c uncil...".
