SOLUTION
Area: Seat belt Enforcement
To reduce fatalities and injuries of motor vehicle occupants and raise the seat belt usage
rate to over 90% by:
1. Conducting 150 highly visible seatbelt checkpoints island -wide.
2. Issuing 2700 seatbelt and child restraint citations at these checkpoints.
3. Issuing 450 citations for other violations.
4. Conducting seatbelt checkpoints during Buckle Up Week in May, Labor
Day weekend, Thanksgiving holiday, the beginning of the New Year and
during other enforcement periods as selected by the Hawaii County Police
Department.
5. Using public service announcements to provide education to increase
occupant protection usage.
GRANT PERIOD RESULTS
(FINAL REPORT)
• Conducted 412 seat belt checkpoints island -wide.
• Issued 3853 citations for seat belt violations and 93 citations for child
restraint violations.
• Issued 3053 citations for other violations.
• Affected 127 arrests.
• Conducted seatbelt checkpoints during holiday enforcement periods,
special enforcement periods and during other enforcement periods as
selected by the Hawaii County Police Department.

Seat belt enforcement was concentrated in areas of low seat -belt usage rates as
determined by the studies conducted by the University of Hawaii. Areas of concentrated
enforcement include the Puna and South Kona districts. All districts conducted
enforcement throughout the grant period to include high -levels of concentrated
enforcement during the national "Click It or Ticket" mobilization periods and all
holidays.
In addition to the enforcement conducted, nine press releases were issued pertaining to
seat belt use, 142 police officers received training to increase seat belt enforcement,
"Click It or Ticket" posters were placed in 40 public schools, 1920 children in 16 schools
and the YMCA program received "Click It or Ticket" presentations and Mayor Harry
Kim signed a proclamation on May 19, 2003 declaring "Buckle Up America Week".
