Dote MAR 9 2004 SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT HAWAII COUNTY POLICE DEPARTMENT PROJECT TITLE: HCPD SOBRIETY CHECKPOINT EXPANSION Priority Area: I Area: Alcohol Sobriety Checkpoints SOLUTION To increase public awareness and deter drunk driving on our highways by: 1. Establishing approximately 100 sobriety checkpoints with grant funds and 60 sobriety checkpoints with county funds, establishing checkpoints on all major holidays. Affecting approximately 50 arrests for Driving Under the Influence (DUI) of Alcohol or Drugs at grant funded checkpoints and 37 DUI arrests at county funded checkpoints. 3. Affecting approximately 100 arrests for other violations at grant funded checkpoints and 75 arrests at county funded checkpoints. 4. Issuing 250 citations for violations at grant funded checkpoints and 185 citations at county funded checkpoints. 5. Screening an estimated 25,000 vehicles while on grant -funded projects and 15,000 vehicles at county funded checkpoints. 6. Purchasing 15 simulators for use with eleven new Intoxilyzers, purchased by our Department, to upgrade our Intoxilyzer program. 7. Attend Lifesavers traffic safety conference. The Statewide Traffic Commanders Coalition has agreed that DUI deterrence and the use of sobriety checkpoints should be coordinated statewide. Goals and Objectives of Project. The goals and objectives of this project are: To reduce the number of alcohol related traffic fatalities and injuries and to provide a constant deterrence against drunk driving. To reduce the number of alcohol related traffic fatalities involving the under 21 driver by apprehending potential under -aged drunk drivers before they operate a motor vehicle and by deterring under -aged drinking and driving. HCPD SOBRIETY CHECKPOINT EXPANSION PAGE 2 GRANT PERIOD RESULTS: (FINAL REPORT) • Established 96 sobriety checkpoints with grant funds and 120 sobriety checkpoints with county funds. Checkpoints were established on all major holidays. • Initiated 56 arrests for Driving Under the Influence (DUI) of Alcohol or Drugs at grant -funded checkpoints and 80 DUI arrests at county funded checkpoints. • Initiated 122 arrests for other violations at grant funded checkpoints and 165 arrests at county funded checkpoints. • Issued 139 seat belt, 5 child restraint and 497 other citations for violations at grant funded checkpoints and 312 seat belt, 13 child restraint and 1481 other citations for violations at county funded checkpoints. • Screened 11,356 vehicles while on grant -funded projects and 29,991 vehicles at county funded checkpoints. • Initiated 156 arrests of persons under the age of 21 and 22 arrests of persons over the age of 21 for violations of public drinking and other liquor laws. Also initiated 39 other arrests of persons under the age of 21 for non -liquor law violations and 10 arrests of adults over the age of 21. • Conducted 38 operations targeting Rave Party incidents or large gatherings in public places. • Attended quarterly Statewide Traffic Commanders Meetings. • Officer attended Lifesavers 2003 conference. • Purchased 15 simulators for use with Intoxilyzers island -wide. • Purchased four turboflare sets to improve DUI checkpoints island -wide. SUMMARY DUI checkpoints are a traffic enforcement priority in Hawaii County. A total of 216 checkpoints were conducted island -wide resulting in 136 DUI arrests, 287 other arrests, 1806 citations and 41,347 vehicles screened. Checkpoints were conducted in high -traffic and high -visibility areas and in areas known to have drunk drivers and having high crash rates. Additionally, youth deterrence details were conducted using plain clothed officers to enforce under -aged drinking in public places and at large gatherings and parties to apprehend potential drunk drivers before they get behind the wheel of a car. 38 operations were conducted resulting in 156 arrests for under aged drinking in addition to 71 other arrests. One highlight of the detail occurred in a May 26, 2003 incident at Wailoa State park in©. Officers observed marijuana in ©hide at the park and subsequently obtained a search wan -ant. This warrant resulted in the recovery of 33.5 grams of dried marijuana, 3.5 grams of "crack" cocaine and drug paraphernalia. Cash was also seized and the vehicle involved was seized for forfeiture. Two males were arrested as a result of the incident. Sergeant Randy Apele of the Traffic Services Section indicated that illegal drugs and weapons are sometimes found during the DUI checkpoints and youth deterrence projects. Additionally, runaways are often located during the projects. Officers also report that it is common to find juvenile females with older adult males during the youth deterrence projects.
