We moved to our home in January 2000 and were quite aware that the land next to us would be developed. We welcomed a development that incorporated the concepts of smart growth. We trusted that the county would be responsible in the process of overseeing the correct usage of this land and be attuned to the ramifications of growth to the community at large. In the past four years, however, we have experienced rampant growth and total disregard to its effects on the greater community. Traffic gridlock, lack of proper schools, libraries, parks, water, emergency services are strained to the point of crisis. Developers have called the shots on this island and it shows. Now we are looking at a piece of land where the developer plays a "shell game' creating separate "shells" so that he does not have take legal responsibility for the infrastructure. And what is most astounding is that he proposes that this shadowy game of incremental zoning be approved by you. Gentlemen, we have a state of emergency. It is critical that you deny rezoning of this land. In addition, and I know it takes courage, but we need a moratorium on all building permits and rezoning. During the moratorium we need a responsible and proactive program to solve the current crisis and to create a plan so, that after the moratorium, we have a detailed and fiscally responsible commitment from each developer that will insure the quality of life and the beauty of this island.
