SUBJECT: Bill No. 231
Dear Chairman Efarionoff and Members of the Planning Committee.
Bill No. 265 is intended to establish a new section titled Scenic Corridors within Chapter 25 of the
Hawaii County Code. The language is consistent with a variety of goals contained within the
County General Plan ranging from the identification of areas of unique scenic and natural
beauty, preservation of areas of historical and cultural importance, and increased recreational
opportunities for the residents and visitors.
Similar to programs found around the country, this Bill is designed to provide a program
to recognize outstanding cultural, historic, recreational, natural or visual resources
located along limited sect/ons of appropriate trartapoRat/on corridors that are valued by
local residents as well as by visitors to the Island. They provide a framework from which to
recognize, develop, maintain, and enhance these resources. Scenic Corridor Programs,
nationwide, serve to encourage lateral road corridor planning not possible with the limitations of
parcel-by-parcel zoning. Highways designated as Scenic Corridors can provide direct and
indirect benefits for residents, roadway users, and communities. Benefits can inGude increased
business, increased property values, addftional sources of grant funding for things such as:
maintenance, enhancement, planning, preservation, and visitor-marketing of unique community
resources.
Specifically, this Bill will establish the framework within the County Code for a Scenic Corridor
Program in the County of Hawaii.
The mandatory Corcidor Management Plan (CMP) required for any Corridor under Bill. No 265
must be a product of community-based planning and partnership~building to utilize a diversity of
techniques, incentives, and policies to encourage both resource protection and economic
development. The goal is not linked to addressing the traveling experience, bNt Also to enhance
community's quality of life and to promote economic opportunities, based on the celebration of
unique intrinsic qualities found along a transportation condor.
