Date 1- Attachment A -Program Objectives PROJECTS AND MAJOR ACTIVITIES WHICH THE COUNTY INTENDS TO CARRY OUT DURING THE FISCAL YEAR TO INCREASE DISASTER RESPONSE CAPABILITY. INCLUDE STATE AND FEDERAL ASSISTANCE (INCLUDING FUNDS) REQUIRED. SEE ATTACHED FINANCIAL FORMS. 1. Planning: Update basic plan, annexes and procedures; hazard identification and assessment Description of Activity/Results a. Update emergency call list ~ b. Assist and coordinate emergency plan development for public and private sectors. I c. Update civil defense emergency passes. d. Continue shelter surveys and expansion of shelters. I e. Continue and complete update of the Hawaii County Emergency Plan (HCEOP). i f Develop plan, explore options, locations for West Hawaii EOC satellite office. 2. Training: Type-Frequency ~^Description of Activity/Results a. Provide hazard/risk training to private and public sectors. b. Participate in county/state and FEMA training. ~ ~i c. Coordinate FEMA training participation for county agencies. d. Continue training for police/fire recruits. !i 3. Communications and Warning: ~ Description of Activity/Results I a. Continue EAS refinement. b. Continue to upgrade and improve LAB's system with SCD. c. Continue to assist Hawaii Police Department in goal of an 800 MHz system for Hawaii County. d. Assist Hawaii County Police Department upgrade microwave radio system. e. Continue issuance of warnings and advisories to the public. 'i f. Continue siren maintenance, upgrade and expansion program. I g. Upgrade /study /explore radio's for mobile unit to multi-band/function radios. Upgrade office ~i amateur radio located at civil defense. 4. Hazard Mitigation: Description of Activity/Results a. We are in the process of developing a County of Hawaii hazard mitigation plan. The plan will include but not be limited to the following. • identify hazards in areas affected. I • Identify the risks in areas affected. • Identify and describe mitigation strategies that will limit or reduce the risk i 5. Direction, Control and Coordination: Description of Activity/Results a. Review EOC staff procedures and SOPS annually I b. Review procedures and responsibilities with county departments who participate in any emergencies. I c. Review and update coordinated materials to ensure efficient response when called upon. 6. Tests and Exercise: Types -frequency ~ Description of Activity/Results a. Conduct month EAS test. ' b. Conduct scheduled EOC communication test. ~ c. Participate in exercises for state, county, and private sectors. i d. Participate in hazardous material exercises with LEPC/EPA. e. Coordinate and develop special exercise for police, fire, public works divisions on ii tsunami/earthquake. ~ 7. Crisis Communications, Public Education and Inforroation Description of Activity/Results I a. Continue informational presentations to private and public sectors. I b. Continue distribution of informational brochures. ~ a Conduct EOC tours and briefings. ~ d. Participate in public education program sponsored by CSAV. e. Develop and implement islandwide exportable public school expositions to introduce / reinforce civil defense issues at young levels. ~8. Continue development of community emergency organizations. Attachment B - STATUS OF COUNTY EMERGENCY MANAGEMENT PROGRAM A. Plans Development l . Updated civil defense emergency passes 2. Updated civil defense emergency responders call list 3. Coordinated emergency plan developments for community and non-profit organizations. 4. Expanded shelters to include the new public schools. 5. In the process of establishing a county terrorism response plan as well as an oil and hazardous material response plan. B. Training 1. Coordinated county responders participation in State Civil Defense (SCD) and Federal Emergency Management Agency (FEMA) training. 2. Provided hazard risk training to private and public sector. 3. Conducted training for police recruits. C. Communication l . Completed execution of alternate 911 operations from EOC. 2. Working with Big Island Amateur Radio Club (BIARC) in establishing an islandwide amateur communication network. 3. Assisting Hawaii County Police Department in upgrading of microwave radio system. D. Warning 1. Conducted numerous issuances of warnings and advisories to public. 2. Continued to upgrade tsunami evacuation areas by identifying all new major developments including roadways. 3. Continue to upgrade our siren maintenance program E. Test/Exercises 1. Conducted monthly EAS test 2. Conducted weekly EOC communication test 3. Executed tsunami/earthquake exercise for key responders 4. Participated in Amateur Radio, schools, hospitals, and airport exercises. 5. Participated in Makani Pahili State Civil Defense exercise. 6. Participated in terrorism exercise Ho'o Pale F. Public Information. 1. Participated in various community disaster information fairs. 2. Conducted EOC orientations and excursions to private/public sector. 3. Distributed County/Federal brochures on disaster preparedness.
