(EQI) has prepared this letter report documenting the asbestos consulting services provided at the Hawaii County Building, Hilo, Hawaii. Services were provided on January 14, January 22 and 23, February 4, and February 12 and 13, 2004. Presented below is a summary of our findings. 1.0 JANUARY 14, 2004 • EQI collected one vacuum sample of settled dust from the plenum side of the ceiling tiles in Room 111, first floor. A one square foot area was vacuumed from Room 111 on the first floor. The sample was prepared for qualitative analysis in accordance with Hygeia Laboratories, Inc., in-house proprietary method developed to confirm the presence of asbestos using Transmission Electron Microscopy (TEM) with Selective Area Diffraction (SAED) and Energy Dispersive X-ray Analysis (EDXA). Based on the laboratory analytical result, chrysotile asbestos was identified. The sample was then prepared for quantitative analysis in accordance with ASTM Method D5755 entitled "Standard Test Method for Microvacuum Sampling and Indirect Analysis of Dust by Transmission Electron Microscopy for Asbestos Number Concentrations" using TEM with SAED and EDXA. Asbestos was identified at a concentration of 28,000 structures/cm2. A summary of the sample results are presented in Table 1. The laboratory analytical report and chain -of -custody forms are attached. 2.0 JANUARY 22 & 23, 2004 • EQI performed the following: • Collected vacuum samples of settled dust from the plenum side of the ceiling tiles, first floor. • Collected bulk samples for asbestos analysis of suspect building materials. • Collected TEM air samples in the occupied spaces of the first floor. 2.1 Vacuum Sampling One square foot areas were vacuumed from nine areas located on the first floor. The samples were prepared for qualitative analysis by Hygeia Laboratories, Inc. Based on the laboratory analytical results, chrysotile asbestos was identified in eight samples. An approximate one -inch square section was carefully cul and placed in a labeled re -sealed plastic bag. The samples were then placed into a second sealable bag for storage. Sampling equipment was cleaned between each sampling to avoid cross -contamination between samples. The condition of each suspect ACBM was noted. The samples were logged and recorded following standard chain -of -custody procedures and submitted to Hygeia Laboratories Inc., in Sierra Madre, California. The samples were analyzed by polarized -light microscopy (PLM), using the EPA method 600/R-93/116. Hygeia Laboratories Inc. is accredited for bulk asbestos analysis through successful participation in the US Department of Commerce, National Institute of Standards and Technologies (NIST), National Voluntary Laboratory Accreditation Program (NVLAP). The laboratory is currently registered under Title 11 of the Hawaii Administrative Rules (HAR), Chapter 504. Based on the laboratory analytical results, asbestos was not identified in the ceiling tiles. The laboratory analytical results are summarized in Table 3. The laboratory analytical report and chain -of -custody form is attached. 2.3 TEM Air Sampling EQI collected seven ambient air samples from the office areas of the first floor. The samples were prepared and analyzed in accordance with 40 CFR, Part 763, Appendix A to Subpart E, Final Rule and Notice, October 30, 1987 for the Asbestos Hazard Emergency Response Act (AHERA) of 1986 using TEM with SAED and EDXA. Based on the laboratory analytical results, the ambient airborne fiber concentrations were below the EPA AHERA recommended clearance criterion for non -industrial work areas of less than or equal to 70 structures per square millimeter. The laboratory analytical results are summarized in Table 4. The laboratory analytical report and chain -of -custody form is attached. 3.0 FEBRUARY 4, 2004 • EQI performed the following: • Collected bulk samples for asbestos analysis of suspect materials. • Investigation of the first floor plenum space, Rooms 109, 111 and 113. 3.1 Bulk Sample Analysis EQI collected three bulk asbestos samples from Room 113. One bulk asbestos sample was collected from the plaster ceiling overhang, one sample from the brown fiberboard A/C duct excluding the black mastic, and one sample from the sprayed -on fireproofing which appears to have fallen from the second floor attic space. Based on the laboratory analytical results, asbestos was identified in the sprayed -on fireproofing. The National Emission Standard for Hazardous Air Pollutants (NESHAP), 40 CFR 61 Part M, defines asbestos containing materials as those which contain greater than 1% asbestos. The laboratory analytical results are summarized in Table 5. The laboratory analytical report and chain -of -custody form is attached. 3.2 Observations of Ceiling Space EQI investigated the first floor plenum in the area of Rooms 109, 111, and 113, to identify possible sources of asbestos. EQI observed sprayed -on fireproofing on the south-west corner ceiling tiles of Room 113. The fireproofing appears to have fallen through the vertical pipe run that connects the second floor attic space and the first floor plenum space. Possible sources of asbestos were not identified in other areas within the area of Rooms 109, 111, and 113. EQI Project No.1898 2 Hawaii County Building 10, p 4.0 FEBRUARY 12 & 13, 2004 • EQI performed the following: Collected TEM air samples in the occupied spaces of the second Floor. 4.1 TEM Air Sampling EQI collected four ambient air samples from the second floor. The samples were prepared and analyzed in accordance with 40 CFR, Part 763, Appendix A to Subpart E, Final Rule and Notice, October 30, 1987 for the Asbestos Hazard Emergency Response Act (AHERA) of 1986 using TEM with SAED and EDXA. The laboratory analytical report and chain -of -custody form is attached. 5.0 RECOMMENDATIONS Based on the laboratory analytical results and personal observations, EQI recommends the following work to be completed by an qualified asbestos abatement contractor under controlled conditions and under the supervision of an industrial hygiene professional. A. Immediately isolate the first floor ceiling spaces from the second floor attic spaces. Schedule: Allow two evenings to complete the work. Recommend all work be completed in the evenings. Immediate Work in Area of Rooms 109, 111, and 113. 1. Clean the area using HEPA exhaust filtered vacuums and wet wiping methods. 2. Isolate the above ceiling space by installing a temporary wall extending from the top of the wall to the structural beam. Recommend the abatement contractor install a poly sheet wall which can then be replaced by a gypsum wall board by a Drywall Contractor. 3. Remove and dispose of the asbestos contaminated ceiling tiles and asbestos containing A/C duct insulation. 4. Clean the ceiling space using HEPA vacuums and wet wiping methods. 5. Apply a spray encapsulant to all surfaces. 6. Release the area for general contracting work. Schedule: Allow five evenings to complete the work Recommend all work be competed at night. Remaining First Floor Areas. 1. Immediate Minimum Work Order—Apply a spray encapsulant to all surfaces above the ceiling space. Schedule: Allow five evenings. 2. Work Order Option 1 — Remove and dispose of all ceiling tiles as asbestos contaminated materials. Encapsulate all materials in the ceiling space. Schedule: Allow three consecutive weekends. Begin preparation on a Friday evening and complete all tile removal, cleaning and encapsulation by Saturday evening. Sunday, new ceiling tile replacement by others. 3. Work Order Option 2 — Remove and dispose of all ceiling tiles and A/C duct insulation. Encapsulate all materials in the ceiling space. EQI Project No. 1898 3 Hawaii County Building Schedule: Allow three consecutive weekends. Begin preparation on Friday and complete removal work by Sunday. Re -insulation to be completed in the evening, during the week, by others, Timeframe for re -insulation is unknown. D. Second Floor Area 1. Minimum Work Order— Immediately encapsulate all materials above the ceiling space. Develop and implement an Asbestos Operations and Maintenance Program. Schedule: Allow two evenings to complete the work. Recommend all work be completed in the evenings. 2. Ideal Work Order — Remove and dispose of all ceiling spray -on fire proof insulation and ceiling tiles. Schedule: Best guess is six to eight weeks.
