A RESOLUTION URGING TIIE IIAWAI`I STATE LEGISLATURE TO PLACE A
CONSTITUTIONAL AlO~IENDIVIENT ON THE NOVEIVIBER 2004 STATEWIDE
BALLOT REGARDING TDE ESTABLISIIIVIENT OF LOCALLY ELECTED SCHOOL
BOARDS.
WHEREAS, education provides the basis for individual success, as well as social
stability, civic vitality and economic prosperity in our society; and
WHEREAS, approximately 180,000 of Hawai`i's children are enrolled in public schools;
and
WHEREAS, Hawai`i's public school education system is continuously criticized for
failing to provide the quality education and facilities necessary to prepare students to meet the
challenges of the future successfully; and
WHEREAS, the option of forming locally elected school boards has been proposed as an
alternative to the current centralized system; and
WHEREAS, the proposal has generated much controversy and debate from both sides of
the issue; and
WHEREAS, there are numerous bills presently in the 2004 Legislature regarding this
very issue; and
WHEREAS, two of these bills, House Bi112331 and Senate Bill 2806, provide residents
the opportunity to decide for or against locally elected school boards by proposing a
constitutional amendment for consideration in the 2004 General Election; and
WHEREAS, the people of the State of Hawaii should not be deprived of the opportunity
to "weigh in" directly on such an important issue, such as the education of our children.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii that
it urges the Hawaii State Legislature to approve a constitutional amendment posing the question
of locally elected school boards during the 2004 Regular Session.
BE IT FURTHER RESOLVED that the Council requests that the amendment be prepared
in time for the November 2004 General Election ballot.
BE IT FINALLY RESOLVED that Clerk of the County of Hawaii is hereby instructed
to transmit copies of this resolution to the Governor of the State of I-Iawai`i, the Speaker of the
Hawaii State House of Representatives, the President of the Hawaii State Senate, Hawaii
Island State Legislators and County Councils in the State of Hawaii.
