Dear Chairman Arakaki and Council Members:
It is my pleasure to nominate Mr. Jeffrey B. Judd of Council District 6 to the
County of Hawaii Salary Commission. Mr. Judd is a lifelong resident of Hawaii,
and is retired as a Special Agent with the Hawaii Volcanoes National Park. He is
a member of the Security Committee for the Volcano community's Cooper
Center. Mr. Judd states that he is not affiliated with any political party. He will
replace Mr. Richard Rego, who has resigned. If confirmed, Mr. Judd will serve a
term to expire on December 31, 2007.

SALARY COMMISSION

Purpose: Establish the salaries of all County elected officials and
appointed directors and deputy directors of departments and
executive agencies so that their total salaries and benefits have
a reasonable relationship to the compensation in the public and
private sectors.
Authority: Hawaii County Charter, Section 13-28, as amended.
Appointment: Mayor with Council approval.
Normal five-year staggered terms.
Full Membership: Nine members.
Ex-Officio Members: Director and Deputy Director of Personnel.
Specific Representation: One member from each council district.
Requirements: No more than five members may belong to same political party.
Meetings: Subject to the call of the chair, but at least once annually.
Generally held at 1:30 p.m., Liquor Control Conference Room,
Hilo.
Financial Disclosure: Members must file Financial Disclosure within 20 working days
of taking the oath of office. Thereafter, annual disclosures must
be filed on or before January 31. The disclosures are
confidential and will be kept on file by the Board of Ethics.
County Code, Chapter 2, Section 2-91.1.
Reappointment: Following the expiration of a term, no member may be
reappointed for at least two years.
Qualities: Able to focus on the community needs as a whole without
catering to special or self-interest, while pursuing its charter
mandate as described in "Purpose" above.
