A. REQUEST:
Amend Ordinance 03-90 to include the following wastewater public improvement project to be funded by
general obligation bonds:
Puainako Sewer Improvement District $100,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The US Environmental Protection Agency (EPA) has promulgated Underground Injection Control regulations
on December 7, 1999 which require that large capacity cesspools existing prior to that date must be
upgraded or closed by April 5, 2005.
The owners of the KTA Shopping Center and the Puainako Towne Center have requested the assistance of
the County in its efforts to comply with the EPA regulation and connect to the County sewer system.
The County Council has adopted Resolution No. 157-04 which directs the Director of Environmental
Management to prepare for submission to the Council (a) a broad regional sewerage master plan for the
Waiakea region north of South Hilo, and (b) a specific and detailed implementation plan for an improvement
district. This appropriation is requested to conduct the study.
