The County Council recently adopted Resolution No. 157-04 which directed the Director of Environmental Management to prepare for submission to the Council, a broad regional sewerage master plan for the Waiakea region and a specific detailed implementation plan for an improvement district. This appropriation will be used to conduct this study. REQUEST: Amend Ordinance 03-90 to include the following wastewater public improvement project to be funded by general obligation bonds: Puainako Sewer Improvement District $100,000 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The US Environmental Protection Agency (EPA) has promulgated Underground Injection Control regulations on December 7, 1999 which require that large capacity cesspools existing prior to that date must be upgraded or closed by April 5, 2005. The owners of the KTA Shopping Center and the Puainako Towne Center have requested the assistance of the County in its efforts to comply with the EPA regulation and connect to the County sewer system. The County Council has adopted Resolution No. 157-04 which directs the Director of Environmental Management to prepare for submission to the Council (a) a broad regional sewerage master plan for the Waiakea region north of South Hilo, and (b) a specific and detailed implementation plan for an improvement district. The project provides needed facilities to an underserved area. Currently the area has no public sewer system. In addition, KTA and Puainako Town Center are required to eliminate use of it's large capacity cesspools, and UHH must develop a new method of sewering the BARC and future expansion.
