Re: Capital Budget
Enclosed is a bill for an ordinance adding the North Kona Sewer Improvement District
project for $100,000 to the Capital Budget. Pursuant to Resolution No. 129-03, the
Council of the County of Hawaii wished to initiate proposed improvements on certain real
property located at Kealakehe, Honolohau, Kaloko and Kohanaiki, District of North Kona,
County and State of Hawaii for improvements consisting of extension to the municipal
sewer system and recycled water system. It also directed the Director of Environmental
Management to prepare for submission to the Council, a broad regional sewerage master
plan for the region north of Kealakehe and a specific detailed implementation plan for an
improvement district. This appropriation will be used to conduct this study.

A. REQUEST:
Amend Ordinance 03-90 to include the following wastewater public improvement project to be funded by
general obligation bonds:
North Kona Sewer Improvement District $100,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
Pursuant to Resolution No. 129-03, "the Council of the County of Hawaii wishes to initiate proposed
improvements on certain real property located at Kealakehe, Honokohau, Kaloko and Kohanaiki, District of
North Kona, County and State of Hawaii for improvements consisting of extension to the municipal sewer
system and recycled water system, pursuant to the provisions of Section 12-10, Hawaii County Code." This
resolution directs the Director of Environmental Management to prepare for submission to the Council (a) a
broad regional sewerage master plan for the region north of Kealakehe, and (b) a specific and detailed
implementation plan for an improvement district. This appropriation is requested to conduct the study.
