Re: DRAFT 2 of Bill 228, an Amendment to the 2003 A GOB Ordinance
We request that you replace Bill No. 228 with the enclosed Draft 2 of this same bill.
Originally, Bill 228 was submitted to amend the 2003 A General Obligation Bond (GOB) Ordinance,
No. 03-49, as amended by Ordinance No. 03-125, to include reference to the new CIP project,
Prosecuting Attorney's Office at Aupuni Center. Now, we would also like to include the Puainako
Sewer Improvement District Project and the North Kona Sewer Improvement District Project. These
new projects, as well as the Prosecuting Attorney's Office At Aupuni Center, are in the process of
being added to the Capital Budget Ordinance, No. 03-90, of fiscal year 2003-04.
Draft 2 of Bill No. 228 adds the Puainako Sewer and North Kona Sewer Improvement District Projects
to the list of authorized projects under the 2003 A GOB Ordinance. Due to the change in scope of the
Queen Liliuokalani Collector Sewer project, we estimate that there will be an excess allotment of 2003
A General Obligation Bonds in the amount of $200,000 which can be used to fund the Puainako and
North Kona Sewer Improvement District studies.

A. REQUEST:
An ordinance amending the 2003 A General Obligation Bond (GOB) Ordinance No. 03-49, as amended by
Ordinance No. 03-125, to include reference to two new CIP projects, Puainako Sewer Improvement District
and North Kona Sewer Improvement District.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
The County Council has adopted Resolution No. 129-03 which directs the Director of Environmental
Management to prepare for submission to the Council (a) a broad regional sewerage master plan for the
region north of Kealakehe, and (b) a specific and detailed implementation plan for an improvement district.
The County Council has also adopted Resolution No. 157-04 which directs the Director of Environmental
Management to prepare for submission to the Council (a) a broad regional sewerage master plan for the
Waiakea region north of South Hilo, and (b) a specific and detailed implementation plan for an improvement
district. Two new projects, Puainako Sewer Improvement District and North Kona Sewer Improvement
District, are in the process of being added to the Capital Budget Ordinance No. 03-90 of fiscal year 2003-
2004 for the purpose of completing this study. To fund these projects, we are requesting that the 2003 A
General Obligation Bond (GOB) be amended to include these projects. Due to the change in scope of the
