Subject: DRAFT 2 OF RESOLUTION NO. 161-04 ACKNOWLEDGING AND RECOGNIZING l'HE
SECOND SATURDAY OF OCTOBER AS "LA f10'ALA ALA HELE" DAY ("TRAIL
REVITAIJZA110N" DAY).
Attached for your favorable consideration is draft 2 of a progosed Resolution No. 161-04 acknowledging and
recognizing the second Saturday of October as °La Ho'ala Ala Hele" day ("Trail Revitalization" day).
Changes were made to the title of the resolution.
A RESOLUTION ACKNOWLEDGING AND RF,COGMZING THF. SECOND SATURDAY OF

DAY).
The following WHEREASES were deleted from the body of Resolution No. 161-04 (Draft 1):

Changes were made to the following WHEREASES, which reads:
"WHEREAS, prior to 1778. the native Hawaiian people lived in a highly organized, self

have the right to use these public trails for access, enjoymcnt_ recreation, and commerce_

The NOW, THEREFORE, BE IT RESOLVED ha, been changed to read:
NOW, THEREFORE., BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OP HAWAII that
it acknowledges and recognizes the second Saturday of October as the day to commemorate the Highways Act of
1892, and that it designates this day as °(~~'ra.:a; La Ho'ala AIa Hele" Day.
The following WHERF,AS were added to the body of Resolution No. 161-04 (Draft 2):
