Aloha Gentlemen,
In Sunday's West Hawaii Today I learned of your plan to raise gasoline
taxes to resurface County roads once each 20 years. The last time the
County gasoline tax was raised it was to "resurface County roads once
each 20 years." Since it obviously failed to work last time, how can you
expect it to work this time?
If I can believe what I read in the paper, this plan is severely flawed
in that it puts the burden for road maintenance on the lightest vehicles
that use them. The weight tax system that is already in place is a much
fairer way to assess road maintenance fees. Why would you exclude the
heavier vehicles that have a much greater impact on roadway wear from
paying their fair share?
I have watched with interest both the Administration and the Council
working to try and fmd a fair and equitable property tax system to apply
in our County. Why on earth would you depart from the concept of "fair
and equitable" when it comes to maintaining our roadways?
I regret (although you'll be pleased to know) that I will not be able to
testify at any of the public meetings on this subject. Do the right,
just and fair thing and if funds are needed for road maintenance use the
existing weight tax system to raise the funds. It's ridiculous to
exclude diesel burning vehicles or alternative fuels vehicles from paying
their fair shaze of road maintenance costs.
