RELATING TO THE ISSUANCE. OF GENERAL. This new project is in the process of being added to the Capital Budget Ordinance, No. 03-9Q of the Fiscal Year 2003-04. Due to a change in the scope of the Queen Lili'uokalani Collector Sewer project, it is estimated that there will be an excess allotment ot~ 2003 A General Obligation Bonds in the amount of $200,000 which can be used for these project studies. "Che existing Prosecuting Attorney's office, located at the Old Memorial I lospital on Waianuenue Avenue, is in a building that needs extensive repairs. Relocating the Office of the Prosecuting Attorney to Aupuni Center will eliminate the extensive costs to renovate the existing building. Comm. 518: AN ORDINANCE TO INITIATE A CHARTER AMENDMENT TO THE (Bill 236) HAWAII COUNTY CHARTER (2000), RELATING TO THE LEGISLATIVE BRANCH-VACANCY IN OFFICE From Council Chairman James Y. Arakaki, dated February 18, 2004, transmitting the above bill. The purpose of this Charter amendment is to allow the voters of a council district in the County of Hawaii to elect their council member when a vacancy has occurred during atwo-year term. Only when a vacancy occurs in the last ten months of a council term will the current appointment procedures apply. Pratt, Ph.D, dated April 22, 2003, transmitting part 2 of their recent report on the above matter, and recommending the change be over atwo-year period since obviously the sooner a decision is made one way or the other the better the figures. The figures are based on the proposal from the Ford Credit Company, Dearborn, recently submitted to the Council for study. The County Council recently adopted Res. 157-04, which directed the Director of Environmental Management to prepare for submission to the Council a broad regional sewerage master plan for the Waiakea region and a specific detailed implementation plan for an improvement district. This appropriation will be used to conduct this study. Comm. 568: AN ORDINANCE AMENDING CHAPTER 2 AND CFIAPTER 18 OF THE (Bill 253) HAWAI'1 COUNTY CODE, 1983 (1995 EDITION), AS AMENDED. RELATING I'O ADMIMSTRATION AND TO MASS TRANSIT From Finance Director William Takaba, dated March 23, 2004, transmitting the above bill. The bill amends Chapter 2, Article 2, §2-7, by properly identifying the departments and agencies under the direct or administrative supervision of the managing director, instead of the Mayor, pursuant to the 2000 Charter Amendments. For consistency, it also amends Chapter 2, Article 14. by replacing "mass transportation" and "transportation coordinator" with "mass transit" and "mass transit administrator" respectively. Also amends Chapter 18, Article 1, Division 1, X18-4 to change the mass transit administrator position from exempt to civil service and to note it as the agency's chief administrator. Comm. 569: RESOLUTION AUTHORIZING INCREASE. OF THE COUNTY OF HAWAI'1 (Res. 173-04) FUEL TAX (proposed increase of six (6) cents per gallon to be used for highway maintenance protects and mass transit expansion) From Finance Director William Takaba, dated March 23, 2004, transmitting the above resolution. Specifies that four (Q) cents per gallon will be designated for highway improvements and two (2) cents per gallon for mass transit expansion. States the current fuel tax rate (8.8 cents per gallon) was set in 1988 and has not been increased for sixteen years. Provides a summary of the County's fuel tax history. Previous resolutions regarding fuel tax proposals are attached for reference.
