RE: Proposed Charter Amendment-Legislativc Auditor
Dear Chair Arakaki,
I"he purpose of this letter is to request the withdrawal of Bill 235 and to transmit a uew bill for an
ordinance proposing an amendment of the Hawaii County Charter. Bill 235 contained an error in the title
and had to be changed. The body of the uew bill remains the same as Bill 235.
The intent of the proposal is to create an independenC Office of the Legislativc Auditor in order to
improve County government efficiency, effectiveness and integrity. Presently, the County Clerk, who is
appointed by the majority of the County Council, appoints the Legislative auditor. Any change in Council
majority, even mid-tens, could, as it has in the past, result in removal of the Legislative Auditor. Under the
proposed amendment, the Auditor would by appointed by the County Council for an eight year term and
could only by removed for cause. Also, the powers of the Legislative Auditor would be augmented and the
office's role more clearly defined.
