Comm. 486: APPROPRIATION OF FUNDS TO NONPROFIT ORGANI"CATIONS FOR
FISCAL YEAR 2004-2005
From Finance Director William Takaba, dated February 3, 2004, submitting the
qualifying applications from nonprofit agencies for the Fiscal Year 2004-2005. in
compliance with Chapter 2, Article 25 of the Hawaii County Codc. Also encloses a
list of the organizations with the name of their program and the amount they are
requesting from the County.
Comm. 486.1: From Human Services and Economic Development Committee (HSEDC) Chair
Fred Holschuh, M.D., dated March 25, 2004, transmitting the recommendations of
the HSEDC working group for the funding of qualifying nonprott organizations for
Fiscal Year 2004-2005, pursuant to a thorough review of all applications by the
group and publicly noticed interviews with the applicants conducted on March 9.
2004 in Kona and March 10.2004 in Hilo. States that 44 eligible applications were
received. for a total request of $1,258,500. Thirty-one (31) programs which were
funded by the County last year sought increases this year and eleven (1 1) requested
the same amount they were awarded previously. Three new programs submitted
applications. States the working group's priorities and rationale for decisions made in
the awards. Proposes transferring $174,000 to the Mass Transit Agency budget for
three agencies requesting funding for transportation. Attaches a tablc_ fact sheet and
graft delineating the funding recommendations.

providing police statistics on domestic violence on the island. Asks for the Councils
continued support.
Comm. 541: APPOINTMEN"t OF MARY G. HYSLOP TO THE COUNTY OF HAWAI'1
FAMILY VIOLENCE ADVISORY COMMISSION
Prom Mayor Harry Kim, dated February 24, 2004, informing he has appointed
Ms. Mary G. Hyslop of Council District 5 to the County of Hawaii Family Violence
Advisory Commission. A 10-year resident of Hawaii, Ms. Hyslop is a Program
Director for the YMCA Neighborhood Place of Puna. Not affiliated with any
political party, she will serve a term co-terminus with the Mayor, replacing Ms.
t?mily Naeole, who has resigned.
