Comm. 591.1: From Environmental Management Director Barbara Bell, dated April 8, 2004. submitting the information gathering process for Waste Reduction Technologies. States the County intends to begin a process to proceed on the path of procurement for a high-tech waste reduction facility in keeping with HRS 103D-202(1). Lists nine steps of the process, and three kinds of recommendations to be culled from the information gathering which are necessary for an effective and specific Request for Proposals. Alter the information gathering process, the County's intention would be to enter into the formal procurement process through a Request for~Proposals or a Multi-Step Competitive Sealed E3idding process. Attached is a preliminary critical path analysis which provides an overview for three possibilities.
