Goals: To diversify and enrich Hawaii Island's tourism industry by encouraging the
development of new and enhancing existing community-based tourism events, experiences, attractions,
and projects relating to the niches of agriculture, culture, education, health and wellness, nature, and
technology to complement Hawai'i's traditional resort production and assist in overall economic
diversification.
Objectives:
1. To form a Committee to oversee and manage the HTA Product Enrichment Program.
2. To hold public hearings in Hilo and Kona to explain the PEP as well as the process (i.e. RFP
requirements, etc.) for funding.

COUNTY PRODUCT ENRICHMENT PROGRAM
HIGHLIGHTS OF KALA COMMITTEE MEETINGS
FIRST QUARTER
July 30, 2002
The first meeting of the newly appointed Kala Committee provided an overview of the
Hawaii Tourism Authority's Product Development Program and the recently established
County Product Enrichment Programs.
Committee members were provided information and direction from the County's
Department of Research and Development on implementing the HTA grant of $600,000.
August 20, 2002
Five proposals were submitted in July 2002. Of the five, two were expedited by the
department due to the time constraints of their events (September). They were:

Time constraints were due to the implementation of the new County Product Enrichment
Programs with program dates commencing July 1, 2002. The County of Hawaii
received the HTA's approval and notification of the new County programs in April/May
2002 with short timetable to set up and implement the program to accommodate events
as early as September 2002.
The committee continued to discuss the criteria and guidelines of the Product
Development Program and the process for reviewing and recommending funding for
Hawaii County applications.
September 18, 2002
Eight proposals were received during the month of August 2002 combined with the three
remaining proposals submitted in July were reviewed and discussed. Two applications
received recommendations for funding with the submittal of additional information.

applications provided the committee with additional information per comments at earlier

March 18, 2003

to be a sporting event. A letter was sent notifying the applicant that sporting events are
not eligible in the Product Development Program.
Four applications reviewed by the committee at earlier meetings submitted revised
applications for reconsideration.

to begin a Hawaii County Product Enrichment Program Strategic Planning process.

The Request for Proposals for 2004 CPEP ran September 1 through December 30,
2003.
SIXTH QUARTER
October 1, 2003
• Updates for committee relating to community hearings.
• Discussion regarding the 2003 program award to Big Island Farm Bureau for "A
Taste of the Hawaiian Range Festival."
• Unexpended 2003 funds due to cancellation by awarded applicants (Destination Hilo
and Pacific Arts Development Company), thus, resulting with an amount of $45,000.
Committee discussed a marketing campaign to promote the CPEP and create
awareness to the funding source to other potential projects.
• Discussion among committee members on how to execute such an agreement and
with what agency.
November 18, 2003
• Big Island Group — Applicant received recommendation for funding by letter of
June 23, 2003, regarding committee's decision of June 17, 2003, but provided no
additional information prior to the execution of an agreement. No response received
and event occurred November 5-9, 2003.
Upon further discussion by committee members, it was decided that a certified letter
notifying Big Island Group that due to the lack of response, the committee would
rescind its approval for funding for the 2003 HawaiTs Big Island Festival.
This increased the unexpended 2003 program monies to $56,000. Big Island
Visitors Bureau was selected to be the lead agency with a County contract specific
for CPEP. The committee requested a program description and budget for the
$56,000.
December 16. 2003
Big Island Group's Festival Coordinator, Kristin McGrath, made a presentation on the
2003 Hawai'i's Big Island Festival. She asked for reconsideration of the committee's A
decision to rescind 2003 funding.
The committee upheld its decision to rescind the 2003 funds.

Explanation of Cancelled Approvals
PD -039 — EGplants in the Sun (Tanabata Matsuri)
At the March 18, 2003 meeting, the above application was approved for $5,000. A letter
of notification was sent March 31, 2003, informing the applicant of the committee's
recommendation. On May 30, 2003, the Department of Research and Development
received a letter from Evelyn Garbo informing the committee of her decision to cancel
the Tanabata Matsuri Festival 2003. The letter described global events such as the
Middle East war and the aftereffects of the SARS virus in Asia as main concerns.
The $5,000 was redesignated at the June 17, 2003 meeting for a BIVB award.
PD -042 — Destination Hilo (Sustaining Hawai'i's Niche Tourism Market)
At the March 18, 2003 meeting, the above application was approved for $35,000. A
letter of notification was sent March 31, 2003, informing the applicant of the committee's
recommendation. On July 21, 2003, the Department of Research and Development
received a letter from Judith Fox -Goldstein informing the committee of her decision to
relinquish the grant of $35,000 for 2003. The letter refers to concerns over enough time
to implement and complete the grant requirements by December 2003. The letter also
notified the committee of an organizational change in leadership with continued support
for tourism programs.
PD -035 — Pacific Arts Development Company (Big Island Hawaiian Music Program)
At the April 15, 2003 meeting, the above application was approved for $10,000. A letter
of notification was sent April 17, 2003, informing the applicant of the committee's
recommendation. On September 2, 2003, the County's Tourism Specialist received a
telephone call from Gay Tolar notifying the County that the Hilo Steel Guitar Festival
scheduled for October 11 and 12, 2003, had been cancelled. Telephone calls to Gay
Tolar requesting a letter of notification were made but with no results.
PD -057 — Big Island Group (Hawai'i's Big Island Festival)
At the June 17, 2003 meeting, the above application was approved for $11,000 with
conditions for receipt of funds. Due to the limited balance of the 2003 CPEP, the
committee gave its support to the new event with specific requests for information on the
agriculture pavilion of the festival. A letter of notification was sent June 23, 2003,
informing the applicant of the committee's recommendation and its request for additional
information. Telephone calls were also made as the event approached but with no
results.
At the Kala Committee meeting of November 18, 2003, a decision was made to send a
certified letter notifying the applicant that the committee was rescinding its award of
$11,000.

At the December 16, 2003 meeting, a presentation by the Festival Coordinator provided
information of the 2003 event. However, the committee upheld its decision to rescind
the $11,000.
NOTE: The resulting $56,000 from the three applications (PD -042, PD -035, and
PD -057) were reallocated by the committee to promote the Hawaii County Product
Enrichment Program via a marketing campaign contract with BIVB.

COUNTY PRODUCT ENRICHMENT PROGRAM
The County of Hawaii entered into partnership and agreement
with the Hawaii Tourism Authority to administer and implement the
County Product Enrichment Program for Hawaii Island.
Appointing Committee:
The County assembled a committee of community and industry
representatives to oversee the facilitation of the Hawaii County's
County Product Enrichment Program. Committee members selected
by the Director of Research and Development received the approval
of Mayor Harry Kim. The selection of the newly named "Kala
Committee" to meet the guidelines of the Product Development
Program also represents each district of Hawaii Island to ensure
community input.
Committee Process and Procedures:
The Kala Committee's first meeting of the County Product
Enrichment Program for the program year commencing July 1, 2002
through June 30, 2003 held on July 30, 2002 set the parameters for
the Hawaii County program. The committee decided on a schedule
to meet on the third Tuesday of'each month to review the applications
received for Solicitation No. PDP2002-03.
Solicitation No. PDP2002-03 for Hawaii County opened July 1,
2002 and would accept applications through June 30, 2003. The
Department of Research and Development, administrator of the
County Product Enrichment Program, would receive all applications
submitted for funding to the County Product Enrichment Program and
distribute copies to all committee members for review and discussion
at the scheduled meetings.
The Department of Research and Development designates its
Tourism Specialist as the official representative and contact person
for the Hawaii County Product Enrichment Program. All inquiries
relating to the Hawaii County Product Enrichment Program would be
referred to the Tourism Specialist. The Tourism Specialist would be
responsible for receiving, screening and preparing all documents for
the Kala Committee's review and recommendation. According to the
Committee's approved schedule for meetings, applications received
by the County through the end of the previous month of the
scheduled meeting would be prepared and distributed to committee
members and placed on the scheduled meeting's agenda.
Kala Committee meetings are recording and minutes will be
transcribed and distributed to members for file and record purposes.
Discussions of applications received and addressed at Kala
Committee meetings would serve as evaluation and review with final
determination by the committee. Notification of action taken or
requested by the committee would be conducted by the Tourism
Specialist within the directives provided by the committee at a Kala
Committee meeting. Agreements prepared and subsequently
processed by the County would reflect the decision and determination
provided by the Kala Committee.
Files and records of applications received, notifications, and
awarded agreements would be in the custody of the Department of
Research and Development and the Tourism Specialist.
