Bautista Contracts Specialist Visitor Aloha Society of Hawaii East Hawaii Chapter Semi Annual Report January — June 2003 This report addresses the scope of services requirement set forth between :'the Visitor Aloha Society of Hawaii (VASH), East Hawaii Chapter, and the State of Hawaii through the Hawaii Tourism Authority and the Hawaii County Research and Development Division.. In accordance with attachment 1 of HTANASH agreement executed for January 1, 2003 through June 30 2003, this report is respectfully submitted. 1. Item. 3. (a) The number of referrals received during the six month period was 49 with total assisted 58. YTD shows that 91.8% of referrals came from the Hawaii County Police Department, 6.1% from hospitals, and 2.0% from the Prosecutor's Office. 2. Item 3. (b) The number of visitors served by county is set out in Table 3.. Table 3 indicated that 78.7% of our cases came from the USA, 2.1 % froth Japan, 12.8% from Europe, and 6.4% from Other Countries. ' 3. Item 3 (b) The result of each case is kept in the files of the East Hawaii Chapter and is available upon request. Victims appreciate the services of VASH and the Mayor and his administration, the Prosecutor's office and Victim's Assistance Unit staff, the staff of the Social Workers and the Case Management Department of the Hilo Medical Center, the Police Department and other community members have acknowledged the benefits of the program and have expressed their complete support. 4. Item 3. (d) Partnerships formed since we have been in operation continue to be strong. Presidents for the 2002-2003 year have been invited to join the Advisory Board. Bed and Breakfast operator's were sent information about the program and several responded in a positive manner. 5. An actual versus budget income statement is attached. The following addresses the variances for the first 6 months of 2003. Explanation of Variances in Budget to Actual from January to June 2003. Income: We have not received any funds as of this date for 2003. We have been operating on our reserves. We are working on finalizing the memorandum of agreement with West Hawaii VASH. Grants: Visitor Industry Charity Walk: Two members of the Advisory Board (Major David Kawauchi and Phyllis Shinno), and Mrs. Kawauchi and a friend of Ms. Shinno participated in the Charity Walk in Kona on May 17, 2003. A request for $2000 was submitted. Have not been notified of any action taken by the Grant Committee. Donations: A Cruise ship passenger who was hospitalized and his wife sent a $50 donation. The Hilo Woman's Club sent a $100 donation. Corporate Sponsors: Donations from Corporations continue to be "in-kind". The economy on the Big Island is still at a low and merchants are more inclined to in-kind donations as opposed to cash donations. Their generosity keeps our expenses very low. Expenses: Contract Services: No variances Telephone and Fax: Variance due to overestimation of fax and telephone line charges from Verizon. Postage/Shipping: Much of it from Petty Cash, which has not been reconciled as of this date. Emergency Victims Grants: Have distributed some of these funds. Have not had to distribute more as the merchants have provided shelter and food when necessary. Volunteer Recruitment and Training: All training materials and facilitator's, time were donated by the Prosecutor's office at a value of $212.50. Hilo Hawaiian Hotel provided refreshments for a very reasonable amount. ` Volunteer and Merchant Appreciation: Luncheon held in February. Pretty much on target. Prevention Programs: We have not yet come up with a project for prevention programs. We have discussed this issue with Pam Mizuno, County of Hawaii Parks and Recreation Deputy Director and Advisory Board Member. We are still discussing ways to inform visitors ways to avoid becoming victims of crime and/or other adversities_ Office Supplies: We are still using paper and envelopes generously donated by XPDEX. Also contractor works out of her home and donates most of the office supplies, i.e. paper, paper clips, tape, etc. Major expense in this category is Printer ink cartridges. Accounting Services: The amount is 8% of $800, the final allotment from HTA, deducted by Oahu VASH for accounting services in 2002. 6. Donated Goods and Services Report* We do not keep an inventory, we keep a list of donors and call upon them to meet the needs of victims as necessary. The current list includes hotels, eating establishments, mailing and packing services, copying services and providers of gift baskets and passes to parks an Bed and Breakfast establishments. The January to June Goods and services report is not included in this report. The Director is still waiting for statements from some of the donors to complete the report. It will be submitted as soon as completed. The East Hawaii Chapter has been in operation for two years and eight months. The community has been very supportive of our efforts and we feel that we have been able to raise the consciousness of the importance of tourism to the Island while assisting visitors who have been victims of crime and or other adversities.
